PARLIAMENT QUESTION: MISSION KARMAYOGI

Mission Karmayogi, the National Programme for Civil Services Capacity Building (NPCSCB) was approved by the Government of India in September 2020 with an aim of transitioning from a 'rule- based' to 'role-based' HR system and creating civil servants with a global outlook while being rooted in Indian ethos.

The iGOT Karmayogi digital learning portal, established under the Mission Karmayogi, has continued to expand rapidly in scale and reach. The portal, currently, has more than 1.7 crore registered users. It hosts more than 5,600 courses across domain, functional, and behavioural competencies, covering a total of 6,953 hours of learning. Courses are available in 23 languages, including English and Hindi, enabling wide accessibility and alignment with regional and linguistic needs. There have been more than 14.42 crore course completions on iGOT so far.

To strengthen continuous capacity building and digital learning across all levels of government, employees from Central Government, States/UTs, as well as urban and rural local bodies have been onboarded on iGOT. To ensure role-based training, Capacity Building Plans are being made for all Ministries, Departments, and Organisations (MDOs). The Department of Personnel and Training (DoPT), along with the Capacity Building Commission (CBC) and SPV Karmayogi Bharat (KB) continuously monitors the progress and provides necessary support to all stakeholders in this regard. Government employees are also nudged and encouraged towards digital learning, and spirit of continuous learning is promoted through special initiatives like the National Learning Week - Karmayogi Saptah (held in October 2024) and the SADHANA Saptah (April 2026).
