Union Minister of Women and Child Development, Smt. Annpurna Devi today chaired the meeting of the Consultative Committee of Members of Parliament attached to the Ministry of Women and Child Development in Kolkata ,West Bengal. The meeting focused on three key components of Mission Shakti – One Stop Centres (OSC), Pradhan Mantri Matru Vandana Yojana (PMMVY) and SANKALP: Hub for Empowerment of Women (HEW). Members of Parliament from both Houses and senior officials of the Ministry attended the meeting.

Addressing the Members, the Union Minister said that the Ministry of Women and Child Development is committed to realize the vision of the Prime Minister regarding women led development and a Viksit Bharat . She stated that Mission Shakti is the Government's integrated scheme for the safety, security and empowerment of women. She explained that under its 'Sambal' sub-scheme – covering One Stop Centres, Women Helpline, Beti Bachao Beti Padhao and Nari Adalat – the Central Government provides 100% financial assistance to States and UTs. Under the 'Samarthya' sub-scheme – covering Hubs for Empowerment of Women, PMMVY, Shakti Sadan, Sakhi Niwas and Palna – funding is shared between the Centre and States in the ratio of 60:40, and 90:10 for North Eastern and Special Category States, while UTs without legislature receive 100% Central funding.
One Stop Centres
The Union Minister informed the Members that One Stop Centres, funded under the Nirbhaya Fund and being implemented since 1st April 2015, provide integrated support under one roof to women affected by violence and those in distress. The scheme aims to set up at least one OSC in every district of the country. So far, 1,033 OSCs have been approved, of which 991 are functional and have assisted over 15.20 lakh women.
She said that each OSC offers medical aid, free legal aid in collaboration with the District Legal Services Authority, police assistance through liaison officers, psycho-social counselling and temporary shelter of up to five days, which can be extended upto 20 days. OSCs are located within or near government hospitals and have a dedicated 24x7 vehicle for rescue and to take women for medical, legal and police assistance. The Union Minister also highlighted the Mission Shakti Dashboard, a centralised digital platform that enables real-time, State-wise and District-wise monitoring of OSCs, along with geo-tagging, online appointment and navigation facilities. All OSCs have been integrated with the PM GatiShakti National Master Plan portal.
Pradhan Mantri Matru Vandana Yojana
On PMMVY, the Union Minister said that the scheme, implemented pan-India since 1st January 2017, provides a cash incentive of Rs. 5,000 for the first child directly into the Aadhaar-seeded bank or post office account of the mother in two instalments – Rs. 3,000 on registration of pregnancy and at least one ante-natal check-up, and Rs. 2,000 on registration of childbirth and completion of the first cycle of vaccination. Together with the benefit under Janani Suraksha Yojana, a woman receives Rs. 6,000 on an average. A cash incentive of Rs. 6,000 is also given for the second child if the child is a girl, to encourage a positive attitude towards the girl child.

She informed the Members that under PMMVY, more than Rs. 21,343 crore have been disbursed to more than 4.60 crore beneficiaries. Highlighting recent reforms, she said that mandatory Aadhar-based biometric authentication, introduced from 21st May 2025, has ensured that benefits reach only genuine beneficiaries; 64.65 lakh beneficiaries have been enrolled through this system. Under the 'Due List' initiative launched on 1st July 2025, pregnant women and lactating mothers registered on the Poshan Tracker are proactively reached at their doorstep by Anganwadi and ASHA workers, and 36.42 lakh beneficiaries have been onboarded through it. An Integrated Grievance Redressal System has been put in place, with grievances now to be resolved by States and UTs within 14 days; more than 87% of the over one lakh grievances received have been resolved. Search and Track facility on the PMMVY portal and the toll-free and multilingual Helpline, 1515 has been used more than 22.52 lakh times to check PMMVY application and payment status.
SANKALP: Hub for Empowerment of Women
The Union Minister said that SANKALP: HEW, launched on 1st April 2022 under the Samarthya sub-scheme, works as a single window at the National, State and District levels to bridge the information gap on schemes and facilities available for women, guide them to avail their entitlements, and promote convergence across Ministries and sectors. It also functions as the Project Monitoring Unit for Mission Shakti and organises Beti Bachao Beti Padhao activities at the district level. At present, 36 State HEWs and 765 District HEWs are functional across the country.
The distinguished Members of Parliaments Ms. Manju Sharma, Ms. Jyoti Nagnath Waghmare, Ms. Maya Chintaman and Ms. Swati Maliwal who attended the meeting, shared their views and suggestions on strengthening the reach and delivery of these schemes.

The Minister of State Smt Savitri Thakur thanked the Members for their valuable inputs and assured them that the Ministry will continue to work closely with States and UTs and other Stakeholders to ensure that every woman in need is able to access safety, security and empowerment services under Mission Shakti. She mentioned that Ministry of Women and Child Development is following the guiding principle given by Prime Minister that welfare and help must reach the last person standing in the queue.
