Four CSIR Directors Announce Sixth Edition of RISE Conclave at Press Conference

The four coordinating Directors of the Council of Scientific & Industrial Research (CSIR) today addressed a press conference in Kolkata to announce the sixth edition of the RISE Conclave 2026, to be held on September 6 and 7 at CSIR-IICB, Salt Lake. The Conclave, being organised jointly by CSIR-CGCRI, CSIR-IICB, CSIR-CMERI and CSIR-IMMT, will bring together startups, industry, academia, innovators and technology stakeholders around the theme “Driving Innovation & Entrepreneurship for Viksit Bharat 2047.”
The press conference was addressed by Prof. Bikramjit Basu, Director, CSIR-CGCRI, Kolkata; Prof. Vibha Tandon, Director, CSIR-IICB, Kolkata; Dr. Ramanuj Narayan, Director, CSIR-IMMT, Bhubaneswar; and Dr. Naresh Chandra Murmu, Director, CSIR-CMERI, Durgapur, who outlined the objectives, scale and focus areas of the two-day conclave.
Dr. Ramanuj Narayan said, “CSIR has a presence at 37 locations across India. Under the guidance of the Prime Minister and in the spirit of Viksit Bharat, we are reaching out to the startup ecosystem through RISE this year. Kolkata is a historic and important city and an important corridor for the eastern zone, including the critical minerals corridor. The RISE concept is centred on 4M — Minerals, Medicine, Materials and Machines. We are involving institutions such as IIT Kharagpur, startups and other partners. We are also conducting skilling programmes across scientific areas.”
Prof. Vibha Tandon added, “Under the leadership of Prime Minister Narendra Modi, we want science to meet industry. This is the sixth RISE Conclave and we will also bring participants from Odisha. Entry to the conclave will be free. More than 150 startups have joined, including startups that have only a proof of concept. More than 800 participants are expected, while 1,062 registrations have already been recorded.”
Prof. Bikramjit Basu stated, “Our national policy is Startup India and Stand-Up India. Startups need mentoring, and CSIR can provide that. RISE is an ideal platform for startups to interact with industries and MSMEs. If we can nurture such an ecosystem, it will help realise the Prime Minister’s vision of Viksit Bharat.” Dr. Naresh Chandra Murmu also echoed the importance of strengthening this ecosystem.
The conclave will bring together researchers, innovators, startups, industries, MSMEs, academia, investors, incubators and policymakers for discussions and collaborations on technology transfer, licensing, commercialisation, investment, incubation and scale-up. Technical sessions, startup technology pitches, panel discussions, technology-connect meetings, investor and incubation interactions and B2B engagements will form part of the two-day programme.
A key feature will be the 4M thematic framework - Minerals, Medicine, Materials and Machines, reflecting the complementary technological capabilities of the four participating CSIR laboratories. Indigenous technologies and innovations with potential societal and industrial applications will also be showcased.
The main event will be inaugurated by Dr. Jitendra Singh, Minister of State (Independent Charge) for Science and Technology and Vice President, CSIR, and will be attended by Shri Suvendu Adhikari, Chief Minister of West Bengal; Dr. Kalyan Chakraborti, Minister of Science and Technology and Biotechnology, Government of West Bengal; and Dr. N. Kalaiselvi, Director General, CSIR and Secretary, Department of Scientific & Industrial Research (DSIR).
The RISE Conclave 2026 will focus on strengthening the interface between scientific research, industry and entrepreneurship and accelerating the translation of indigenous R&D into market-ready technologies, products and enterprises.
The conclave seeks to foster stronger partnerships between scientific institutions, industry and the startup ecosystem, enabling indigenous innovations to move from research laboratories to the marketplace and contribute to India's technology-led growth and the vision of Viksit Bharat 2047.
