Strengthening Adaptive Development and Humane Aptitude for National Advancement (Sādhana) Shrinkhala 2026 is being organised by the Capacity Building Commission (CBC) as a nationwide series of regional consultative workshops. The series is dedicated to the transformation of Training Institutes under Mission Karmayogi as capacity building institutions. Sādhana Saptah 2026, observed from 2 to 8 April 2026, was one of the largest collaborative capacity building initiatives in the country. Carrying forward the spirit of consultation, the Shrinkhala seeks to extend the national dialogue on institutional reform to the States and their Training Institutes. The first workshop in the series will be held at Vijayawada, Andhra Pradesh, on 29th and 30th September 2026.

From Sādhana Saptah to Sādhana Shrinkhala

Training Institutes form the bedrock of a future-ready, responsive and citizen-centric civil service, and are pivotal to realising the vision of Viksit Bharat 2047. Over the past year, the Commission has undertaken an extensive consultative journey, encompassing Regional Task Force meetings, Sādhana Saptah and the National Summit held in May 2026. These consultations brought Training Institutes, State Governments and industry partners together on a common platform. The deliberations underscored the need for a unified framework to guide Training Institutes in their evolution from standalone training providers into strategic, competency-driven capacity building institutions. Building on this, Sādhana Shrinkhala will take the conversation forward from national consultation to regional dialogue, contextualisation and action.

Towards a Training Institute Transformation Framework

As part of these regional workshops, the Commission is engaging with States, Training Institutes and other stakeholders to develop a Training Institute Transformation Framework that responds to the diverse needs and realities of institutions across the country. The discussions will focus on key areas including institutional governance and leadership, operational effectiveness and collaboration, faculty and competency development, and the structured adoption of digital and emerging technologies. The aim is to arrive at a common framework that provides a shared direction for Training Institute transformation, while being shaped by the experiences, priorities and contexts of individual States and institutions. The Framework will therefore be developed as a co-owned roadmap for transformation, with Sādhana Shrinkhala providing the platform to take these conversations to the regions, validate emerging recommendations and translate them into actionable priorities. The implementation of this transformation will be anchored in the Unified New-Age National Training Initiatives (UNNATI) portal, launched during Sādhana Saptah and integrated within the Framework as its core digital enabler. By connecting over 700+ Training Institutes on a single platform, UNNATI will translate the objectives of the Framework into practice and foster greater institutional visibility, seamless cooperation and support continuous, data-informed institutional improvement through collaboration, co-sharing & co-creation.

First Regional Workshop at Vijayawada

The inaugural regional workshop at Vijayawada will be graced by the Hon’ble Chief Minister of Andhra Pradesh, Shri N. Chandrababu Naidu, & in the august presence of Hon’ble Minister of State for Personnel, Public Grievance and Pensions, Dr. Jitendra Singh. The workshop will bring together senior officials from Odisha, Telangana, Karnataka, Andhra Pradesh, Tamil Nadu, Kerala and Puducherry, along with heads and faculty of Training Institutes from these States, industry partners, subject matter experts, and representatives from startups.

Following the workshop at Vijayawada, Sādhana Shrankhala will move to other regions of the country, carrying forward this collaborative engagement with States and Training Institutes. The insights emerging from these consultations will inform the finalisation of the Training Institute Transformation Framework. In doing so, the initiative will contribute to a connected, agile and future-ready capacity building ecosystem. It will also reaffirm the commitment of Mission Karmayogi to equipping civil servants with the capabilities required to deliver superior outcomes for citizens on the path to Viksit Bharat 2047.
