The Capacity Building Commission (CBC) is organising Sādhana (Strengthening Adaptive Development and Humane Aptitude for National Advancement) Shrinkhla 2026, a nationwide series of regional consultative engagements to take forward the transformation of Training Institutes under Mission Karmayogi into strategic, competency-driven Capacity Building Institutions. The Sādhana Shrinkhala builds on the consultations undertaken through four Regional Task Forces, Sādhana Saptah 2026, held from 2 to 8 April 2026, and the National Departmental Summit on “Institutionalizing Capacity Building: From Training to Performance-linked Governance” on 15 May 2026.

The Sādhana Shrinkhla regional workshops are planned as a one and a half day event. It will bring together senior officials from the respective States/UTs in the region, along with heads and faculty of Training Institutes from the States/UTs, PSUs, industry partners, subject matter experts and representatives from startups.

The regional series will commence with the Southern Region at Vijayawada, Andhra Pradesh, on 29–30 September 2026, followed by the Northeastern Region at Guwahati, Assam, on 9–10 October 2026, the Northern Region at Lucknow, Uttar Pradesh, on 23–24 October 2026, and the Western Region at Pune, Maharashtra, on 16-17 November 2026 (to be confirmed). The Workshops will be graced by the Hon’ble Chief Minister of the host State, in the August Presence of the Hon’ble Minister of State for Personnel, Public Grievances and Pensions, Dr. Jitendra Singh.

Sādhana Shrinkhla will take the national dialogue on institutional transformation to the regions for further contextualisation and action. The earlier consultations have highlighted the need for a unified framework to guide Training Institutes in moving from standalone training providers towards strategic, competency-driven Capacity Building Institutions.

Objective

The key objective of the regional workshops is to engage States, Training Institutions and other stakeholders in shaping the transformation of Training Institutions into Capacity Building Institutions that respond to diverse institutional contexts, anchored in Capacity Building Plans (CBPs) that translate Government's role-based competency requirements into targeted institutional action — delivering the Right Capacity Building, for the Right Role, at the Right Time. Deliberations will focus on Frameworks creation for enabling institutional governance and leadership, operational effectiveness and collaboration, training quality enhancement aligned to the Karmayogi Quality Framework (KQF), faculty and competency development, and structured adoption of digital and emerging technologies.

The implementation of this transformation will be anchored in the Unified New-Age National Training Initiative (UNNATI) portal. By connecting more than 900 Training Institutions on a single platform, UNNATI will translate the objectives of the identified Framework into practice, foster greater institutional visibility and seamless cooperation, and support continuous, data-informed institutional improvement. The UNNATI Exchange(UXchange) will facilitate sharing of and access to training courses, faculty and infrastructure across the Training Institution network, strengthening collaboration and co-sharing.

The insights emerging from these consultations will contribute towards the finalisation of the Training Institution Transformation Framework. It will also reaffirm the commitment of Mission Karmayogi to equipping all levels of government officials (from ASHA workers to secretaries) with the capabilities required to deliver more effective outcomes for citizens on the path to Viksit Bharat @ 2047.

Sādhana Shrinkhla will advance the core principles of governance based on the ethos of citizen centricity (Nagrik Devo Bhava) and carry forward the spirit of consultation (Jan Bhagidari) from the national level to the regions, enabling contextualisation and action towards a connected, agile and future-ready capacity-building ecosystem under Mission Karmayogi.
