RRU inaugurates Bharat-RRU Blockchain and Crypto Centre for advanced research, education, innovation and capacity-building in blockchain, cryptocurrency and related technologies

RRU Blockchain and Crypto Center will conduct specialised, case-based programmes for law-enforcement officers, financial investigators, prosecutors and technical professionals. Its academic framework will provide a progressive pathway from short-term certificate programmes to http://M.Sc./M.Tech, Ph.D. and post-doctoral research. In parallel, it aims to develop indigenous tools for blockchain and cryptocurrency investigations to strengthen domestic investigative capability and reduce reliance on external solutions. Building on RRU’s established expertise in Cyber Security, Digital Forensics, Cybercrime Investigation, Cryptology, AI/ML, Dark Web and OSINT, IoT Security, Cyber Defence and Digital Evidence Analysis, the initiative extends these capabilities to blockchain and digital assets within a comprehensive, technology-enabled capacity-building ecosystem. Through this integrated approach, the Centre seeks to advance Bharat’s capabilities in blockchain and digital assets, supported by specialised expertise, investigative capacity and indigenous technology development.
National relevance:
The BRBCC represents a national initiative, to prepare India for the opportunities and challenges of the digital-asset era. By combining education, forensic readiness, research, collaboration, and capacity building, the Centre will support a more secure, and resilient approach to blockchain technology and cryptocurrency-related investigations.
What is the Centre?
The BRBCC will function as an interdisciplinary centre focused on the responsible use, examination, tracing, and investigation of blockchain-based systems and digital assets. It will integrate academic learning, applied research, forensic methods, investigation exercises, policy engagement, and technology-enabled analysis of blockchain transactions.
The Centre will focus on cryptocurrency tracing, wallet and transaction analysis, illicit-finance typologies, ransomware-payment investigation, dark-web-enabled crime, virtual-asset seizure and evidence handling, anti-money-laundering support, and emerging Web3 risks.
What it aims to achieve?
The Centre aims to build national capability for dealing with the rapidly changing digital-asset ecosystem, while enabling responsible innovation in blockchain and crypto currency related applications. Its principal objectives are:
- Develop skilled professionals, investigators, researchers, and policy practitioners in blockchain, cryptocurrency, and digital-asset investigations.
- Conduct applied research on blockchain intelligence, crypto-asset tracing, crypto-enabled financial crime, decentralized finance, tokenization, and other related security challenges.
- Provide specialised training, tabletop exercises, case simulations, and laboratory-based learning for law enforcement and financial investigation personnel.
- Support evidence-based investigation practices, including transaction tracing, attribution analysis, fund-flow mapping, and preservation of digital evidence.
- Create a platform for collaboration among government agencies, regulators, academia, technology providers, financial institutions, and international partners.
- Contribute to policy discourse on safe, accountable, and secure adoption of blockchain and virtual-asset technologies.
Why at RRU?
As an Institution of National Importance established by the Ministry of Home Affairs, RRU operates at the intersection of academic excellence and capacity building for security-sector stakeholders. Rashtriya Raksha University provides a distinctive ecosystem for such a Centre because of its multidisciplinary focus on national security, policing, law enforcement, criminology, cybersecurity, legal studies and technology. This environment enables blockchain and crypto currency related issues to be examined from technological, legal, investigative, security and policy perspectives.
RRU’s ecosystem enables the Centre to address cryptocurrency not only as a technology or financial instrument, but also as a subject of investigation, evidence, regulation, public safety, and cross-border cooperation. The University’s engagement with financial and economic-crime education further supports this multidisciplinary approach.
Complementing existing laboratories
The BRBCC will complement the existing national forensic and cybercrime facilities. Its distinct contribution will be to connect operational forensic work with sustained academic research, structured education, multidisciplinary training, policy analysis, technology evaluation, and scenario-based learning. It can serve as a knowledge and capacity-building partner for laboratories and agencies by developing trained manpower, standard operating practices, research outputs, case-study repositories, and practitioner-oriented programmes.
Who are all the beneficiaries?
The Centre will benefit a broad range of stakeholders across India’s technology, security, financial, and justice ecosystems:
- Law enforcement officers: Training in crypto-asset tracing, blockchain intelligence, fund-flow analysis, and investigation of crypto-enabled financial crimes.
- Financial investigators and regulators: Improved understanding of virtual-asset risks, suspicious transaction patterns, anti-money-laundering considerations, and evolving digital-finance ecosystems.
- Prosecutors and legal professionals: Enhanced awareness of blockchain evidence, investigative documentation, chain of custody, and digital-asset-related legal issues.
- Government departments and public institutions: Technical inputs, capacity-building programmes, policy research, and support for secure blockchain adoption.
- Students and researchers: specialized courses, workshops, internships, research projects and practical exposure to blockchain, crypto assets, Web3 and related legal and technological issues.
- International police organizations: The Centre can serve as an academic and capacity-development partner for international police organizations and their member-country agencies through joint training, expert exchanges, research dialogues, cross-border investigation simulations, and sharing of non-sensitive typologies and best practices.
