MoTA and Karmayogi Bharat Join Hands to Empower Tribal Communities Through iGOT’s Adi Karmayogi Microsite

Building Grassroots Leadership: Dedicated iGOT Platform to Train and Certify Adi Karmayogi Volunteers Across India

Posted On: 13 OCT 2026 6:29PM by PIB Delhi

A dedicated AKV microsite to build a trained and certified cadre of village-level volunteers for tribal development. The Ministry of Tribal Affairs (MoTA) and Karmayogi Bharat signed a Memorandum of Understanding (MoU) today in New Delhi to develop and operate the Tribal Affairs Capacity Building Platform under the iGOT Karmayogi framework. The MoU extends the capacity-building framework of Mission Karmayogi, hitherto focused on civil servants, to Adi Karmayogi Volunteers (AKVs) and functionaries responsible for implementing tribal development schemes at the grassroots level.

The initiative is part of the Adi Karmayogi Abhiyan, under which the Ministry is institutionalising over 76,000 Adi Sewa Kendras (ASKs) and a network of over 1,54,000 AKVs as sustainable village-level platforms for facilitation, citizen engagement and last-mile convergence. According to data reported by States on the portal, 60,507 ASKs and 1,22,072 AKVs have been registered so far.

.

A Novel Intervention: Through a dedicated AKV microsite on iGOT, every volunteer will have access to standardised, mobile-friendly learning resources that can be accessed anytime, anywhere. These resources will cover tribal development schemes and the volunteers’ roles and responsibilities in the field, with assessments and certification. The content can be updated centrally and disseminated to all volunteers simultaneously, while learning progress can be tracked State-wise.

Division of Roles: Karmayogi Bharat will host, operate and maintain the platform, onboard learners, provide technical support and analytics, and report progress. MoTA, as the domain owner, will identify target groups and competencies, develop and approve content, nominate learners, and promote platform adoption. A joint Steering Committee will review progress and address implementation-related issues.

Linked to Field Training: The platform will complement a three-day in-person training programme for AKVs, to be designed and delivered by State Administrative Training Institutes (ATIs) in partnership with State Tribal Welfare Departments. Four priority States—Maharashtra, Odisha, Goa and Tripura—are expected to complete the training by 31 October 2026, while all States are expected to complete it by 31 December 2026.

Progress So Far: The AKV microsite is operational. Instructional videos have been disseminated through bulk SMS to over 1,25,000 AKVs, and the number of AKVs who have logged in and enrolled in courses has crossed 500. Orientation sessions for State ATIs have been completed, and sample training calendars and guidance materials have been shared with the institutes.

Speaking on the initiative, Smt. Ranjana Chopra, Secretary, Ministry of Tribal Affairs, Government of India, said:

“The Adi Karmayogi Microsite on iGOT Karmayogi is an important step towards democratising access to capacity building and strengthening grassroots leadership in tribal areas. With 646 course enrolments, 235 course completions and 112 Adi Karmayogi Volunteers having successfully completed at least one course, the platform is demonstrating encouraging initial engagement. By equipping community volunteers with knowledge of government schemes, service delivery mechanisms and citizen-centric governance, this initiative aims to transform Adi Sewa Kendras into effective last-mile institutions for tribal empowerment. As participation expands, the microsite will play a pivotal role in building a skilled, informed and responsive volunteer cadre, ensuring that the benefits of development reach even the remotest tribal habitations.”

The MoU reflects the vision of placing governance in the hands of local communities. Trained AKVs will help families access their entitlements, support the planning and monitoring of schemes, and strengthen convergence at the village level.
