Goa, 23 October 2026

The Digital India BHASHINI Division (DIBD), under Digital India Corporation (DIC), Ministry of Electronics and Information Technology (MeitY), Government of India, participated in the Goa AI Tech Conclave 2026, held on 22–23 October at INOX, Panaji. Organised by the Department of Information Technology, Electronics and Communications, Government of Goa, the conclave was held under the theme “AI for People, Planet and Progress.”

A key highlight of the inaugural session was the launch of the BHASHINI Konkani Large Language Model (LLM), accompanied by a presentation by the BHASHINI team. The initiative aims to strengthen the ability of AI systems to understand and generate Konkani across text and speech, building a stronger foundation for language technologies rooted in Goa’s linguistic identity.

The initiative builds on Goa’s existing linguistic strengths and ongoing efforts to preserve and promote Konkani. Developing effective language AI requires high-quality datasets that reflect the language’s vocabulary, expressions, spoken forms and cultural context. Konkani’s diversity across scripts, including official script - Devanagari, Roman and Kannada, further highlights the importance of developing language resources that represent its richness.

During the inaugural session, BHASHINI presented its approach to building the Konkani LLM, highlighting the importance of high-quality language data, content generation and human validation. The presentation outlined how Bhasha Daan and the proposed Data Daan pilot can bring together educational institutions, language experts and Konkani-speaking communities to expand language resources and strengthen the foundation for Konkani AI.

Hon’ble Chief Minister of Goa, Dr. Pramod Sawant, spoke about BHASHINI and Bhasha Daan in the context of advancing Konkani language AI. Hon’ble Minister for Information Technology, Electronics and Communications, Tourism, Government of Goa, Shri Rohan Khaunte, highlighted the potential of AI to research, document and preserve India’s civilisational knowledge and Goa’s cultural heritage. He spoke about the proposed Centre of Excellence for Indic Knowledge Systems and Heritage Intelligence, envisioned to bring modern AI capabilities together with the preservation of history, manuscripts, languages, traditions and cultural identity. He also emphasised responsible AI, human oversight and collaboration among government, industry and academia.

Through Bhasha Daan, BHASHINI enables people to contribute language resources that can support the development and improvement of AI models. The proposed Data Daan pilot in Goa aims to bring together colleges, language experts, institutions and Konkani-speaking communities to expand content creation, digitisation and validation, building on the State’s existing linguistic strengths. As BHASHINI CEO describes Data as oil for the AI world.

BHASHINI’s language technology was deployed during the inaugural session, enabling real-time speech translation and transcription of addresses by the Hon’ble Chief Minister of Goa, the Hon’ble IT Minister and other dignitaries. The deployment demonstrated how BHASHINI’s speech technologies can facilitate multilingual communication through Konkani-to-English and English-to-Konkani translation.

At the BHASHINI exhibition stall, visitors experienced live demonstrations of its language technology solutions and applications. A key highlight was the welcome extended to the Hon’ble IT Minister in English, which was translated into Konkani in real time using BHASHINI’s speech-to-speech translation technology. The team also demonstrated BHASHINI’s mobile application and other language technology use cases, showcasing how multilingual AI can support communication and access to digital services in Indian languages.

Alongside Bhasha Daan, Granthika can support the digitization of Konkani’s literary and cultural heritage, including books, manuscripts and literary works, while helping preserve folk tales, local histories and the memories and lived experiences of senior citizens. These efforts can help create a richer digital repository of Konkani language and heritage for future generations and AI applications.

BHASHINI’s participation at the Goa AI Tech Conclave 2026 highlighted the role of language technologies in enabling multilingual communication, improving access to digital services and strengthening AI development in Indian languages.
