Ministry of Rural Development Signs MoU for Technical Assistance Under DAY-NRLM
MoU Aims at strengthening interventions under DAY-NRLM in Andhra Pradesh, Bihar, Jharkhand, and Telangana

The Ministry of Rural Development signed five Memorandums of Understanding (MoU) with the National Institute of Rural Development and Panchayati Raj (NIRD&PR), Hyderabad, and four National Resource Organizations (NROs) i. e. State Rural Livelihoods Missions (SRLMs) of Andhra Pradesh, Bihar, Jharkhand, and Telangana—for strengthening interventions under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM). These states have been recognized for their pioneering work in digitisation, with Bihar also leading in Food, Nutrition, Health, and WASH (FNHW) interventions.
The MoUs were signed by Shri T.K. Anil Kumar, Additional Secretary (Rural Livelihoods), Ministry of Rural Development with Dr. Vanishree Joseph, Director, NRLM Resource Cell, NIRD≺ Shri Ananya Mittal, CEO, JSLPS (Jharkhand), and senior officers representating Smt. Karuna Vakati, State Mission Director, Andhra Pradesh SRLM; Shri Himanshu Sharma, CEO, Bihar Jeevika and Ms. D. Divya, CEO, Telangana SERP at NRLM Conference Hall, New Delhi.
Through this MoU, whoch was signed on 19th of this month, the NIRD&PR will focus on building the capacities of SRLM functionaries and community cadres, creating a multi-thematic pool of resource persons, conducting induction and leadership training, and documenting best practices. It will also extend technical and strategic support to strengthen community institutions, enhance livelihood opportunities, promote digital innovations, and deepen social inclusion. This partnership further reaffirms NIRD&PR’s role as a national hub for knowledge, training, and innovation in rural development.
The Ministry also acknowledged the contribution of National Resource Organizations (NROs), whose technical support has been vital in advancing LokOS, a digital platform developed to improve governance and strengthen seamless operations in Self-Help Groups (SHGs) and their federations. Digitisation through LokOS will enhance accountability and financial integration building self-reliant rural communities through technology.
