Ministries/ Departments of Government of India implementing the Special Campaign 5.0 for Swachhata and reducing pendency in Government of India with a saturation approach


Offices of all Ministries/ Departments across the country participating in the campaign, with cleanliness campaigns being conducted in 4.95 lakh office spaces

History Created Under Special Campaign 5.0 — The Largest-Ever Government- Wide Cleanliness and Efficiency Drive

130.54 lakh square feet of space freed for productive use; Rs. 377.8 crore revenue earned through scrap disposal and 5.45 lakh public grievances redressed

Large scale awareness generation and campaign advocacy resorted through electronic, print and social media with 13,025 tweets, 36.7 million reach and 197 PIB statements #SpecialCampaign5 has gained a lot of traction on social media

The Special Campaign 5.0 launched by the Government, with Department of Administrative Reforms & Public Grievances as the nodal department, will attain its stated objectives of institutionalization of cleanliness campaigns and reduction in pendency with a saturation approach. The preparatory phase (15th-30thSeptember, 2025) for the Special Campaign 5.0 completed on 30th September, 2025 and Implementation Phase started from 2nd October, 2025.

The progress of the campaign was reviewed by Shri. V. Srinivas, Secretary DARPG, in the 8th Meeting of Nodal Officers of Special Campaign 5.0 for Swachhata and Disposal of Pending Matters held on 24th October, 2025.

The meeting was attended by 200+ senior officers, from 84 Ministries/Departments. All Ministries/Departments are participating in the Special Campaign 5.0. Offices of all Ministries/ Departments across the country are participating in the campaign. Key highlights of the progress are as follows (As on 24th October, 2025, 09:00 Hrs):

 

  • 4.95 lakh cleanliness campaign sites covered under Swachhata Campaign
  • 130.54 lakh sq.ft. office space freed for productive use
  • Rs. 377.8 Cr. revenue earned through scrap disposal
  • 5.45 lakh PG cases redressed
  • 17.48 lakh physical files reviewed, 9.17 lakh identified for weeding and out of them 7.25 lakh weeded out.
  • 12.99 lakh e-Files reviewed

 

The Special Campaign 5.0 has gained significant traction in social media with 13,025 tweets by Ministries/Departments with #SpecialCampaign5.0, 200+ infographics, 36.7 million reach and issue of 197 PIB Statements.

 

Some of the noteworthy best practices that emerged during the campaign are as follows:

  • ‘Amrit Samvaad’ by Ministry of Railways, invites passenger feedback to enhance services
  • ‘Dak Chaupals’ organised by Department of Post to engage with citizens, address queries and spread awareness on postal services across India including North Eastern states
  • Nationwide e-waste recycling initiative E-Scrap disposal launched by Ministry of Mines
  • E-Waste Management workshop by Department of School Education and Literacy in collaboration with UNICEF
  • Contraband destroyed including lakhs of foreign cigarettes, NDPS Drugs, gutkha/pan masala & e-cigarettes by Customs Department, Central Board of Indirect Taxes and Customs
  • S-400 Sculpture, Long-Range Surface-to-Air Missile Defence System created by Ministry of Coal, as a tribute to Operation SINDOOR.
  • An 11-ft horse crafted from scrap metal at Yesvantpur Coaching Depot by Ministry of Railways
  • Cleanliness challenge encouraging National Highway users to help keep toilets at Toll Plazas clean by NHAI, Ministry of Road, Transport and Highways
  • Renovation and painting of Post Offices by Department of Post
  • Cleanliness drives across India including North Eastern states by all the divisions of Ministry of Home Affairs
  • Transformation of E-waste into 3D models of drones, tractors & cultivators by Department of Agriculture and Farmers Welfare
  • Vibrant wall art at Shastri Bhawan on themes like Waste to Wealth and Recycling by the Legislative Department, promoting sustainability and creativity
  • Cleanliness activities at Kanyakumari, Thirumukkoodal by Ministry of Earth Sciences
  •  

    With one week remaining in the implementation phase of Special Campaign 5.0, Ministries and Departments across the Government of India are encouraged to sustain the momentum and further intensify efforts to achieve complete saturation by 31st October 2025. The campaign continues to inspire a culture of cleanliness, efficiency, and accountability in governance.

     

    As the final stretch of the campaign approaches, collective participation, innovation, and commitment will ensure that Special Campaign 5.0 culminates as a landmark initiative in the Government’s journey towards Maximum Governance, Minimum Government.
