Odisha Steps Up Semiconductor Investment and Industry Engagement

During SEMICON India 2026, Odisha engaged with global and domestic semiconductor and technology companies, industry bodies and international delegations, including representatives from Japan, Sweden and Taiwan. The engagements included companies such as Lam Research, Applied Materials, SiCSem, 3D Glass Solutions, Cyient, Linde and HORIBA India.

A Letter of Intent (LoI) was also signed with QuadQuantum for a semiconductor facility to produce SiC substrate wafers, further strengthening Odisha’s engagement with the semiconductor ecosystem.

The State Government received investment proposals worth approximately ₹23,600 crore, with the potential to generate 6,100 employment opportunities. These proposals mark a significant step towards building a robust semiconductor and electronics ecosystem and developing a complete semiconductor value chain under Semicon 2.0.

Odisha Silicon Valley to Strengthen Electronics and Semiconductor Ecosystem

Odisha has announced the development of Odisha Silicon Valley over 870 acres at Naraj, near Cuttack, which will host major Electronics and IT projects. The location offers connectivity to the Cuttack–Bhubaneswar urban corridor, major ports such as Paradip and Dhamra, and key national highways.

The site’s proximity to the Mahanadi also provides a locational advantage for meeting industrial water requirements. These factors are intended to support the development of a semiconductor supply chain, logistics and allied industries.

Building the Wider Semiconductor Ecosystem

The Odisha Pavilion showcases projects of RIR Power, SiCSem, 3DGS and ARF Design, along with educational institutions including NIT Rourkela and PMEC Brahmapur, which are working on the first batch of Made in India chips.

Odisha has also been aligning its Semiconductor Policy with the evolving India Semiconductor Mission 2.0. Through its recent Third Policy Amendment, the State has extended 25% additional fiscal support to ISM-approved projects in semiconductor equipment manufacturing, semiconductor-grade gases, raw materials and supply-chain segments.

The policy framework also provides support for engineer relocation, manpower skilling, internships, international patents and R&D.

The Odisha Pavilion features a “Sand to Silicon” installation, presenting the State’s semiconductor journey and its broader vision of moving from a “Mine Economy” to a “Mind Economy.”
