Marking another significant step towards strengthening India's semiconductor and electronics ecosystem, Union Minister for Railways, Information & Broadcasting, and Electronics & Information Technology, Shri Ashwini Vaishnaw today launched “Semicon 2.0 – Web Application Portal under the Semicon India Programme” for Pillars 2, 3 and 4, followed by the announcement of 12 Approved Applicants under the Electronics Components Manufacturing Scheme (ECMS).

Government of India has been undertaking concerted efforts towards the establishment of a robust and resilient semiconductor ecosystem in the country through various strategic initiatives and policy interventions.

Within a span of few years from its establishment, ISM has catalysed the growth of India’s semiconductor ecosystem, with successful implementation of the first phase of Semicon India Programme (Semicon 1.0), 12 projects were approved across six states, with cumulative investment of over Rs.1.64 lakh crore. Out of twelve, 05 projects have already commenced commercial production as of October 2026.

Also, 105 startups have been provided access to EDA tools, 24 startups are supported through funding, and 15 startups having received venture capital funding. 332 institutions provided with EDA tools under the Chips to Startup (C2S) Programme, with approx. 70,000 students trained so far frame it well.

Union Cabinet has approved Semicon 2.0 with a fiscal outlay of ₹1,27,500 crore under the India Semiconductor Mission (ISM). Marking the next phase of India's semiconductor journey, Semicon 2.0 is focused on six strategic pillars:

  • Pillar 1: Design of Chips
  • Pillar 2: Machines and Materials
  • Pillar 3: Setting up More Fabs
  • Pillar 4: Further Strengthening the ATMP/OSAT Industry
  • Pillar 5: Research & Development
  • Pillar 6: Talent Development

With the launch of the Semicon 2.0 Web Application Portal, applications are now live for Pillar 2, 3 & 4.

Addressing the gathering, Union Minister for Electronics and Information Technology, Railways and Information & Broadcasting, Shri Ashwini Vaishnaw, said that India’s electronics manufacturing journey has moved beyond assembly towards the development of a comprehensive domestic value chain encompassing modules, components, materials and advanced technologies. He highlighted the growing capabilities in battery cells, copper foils, copper-clad laminates and high-end printed circuit boards, noting that government initiatives are strengthening domestic supply chains and creating opportunities for MSMEs, with nearly 50% of the units approved under the scheme belonging to the MSME sector. He emphasised that Semicon India 2.0 would focus on building a robust semiconductor ecosystem, particularly in equipment, materials, chemicals and gases, with a target of attracting at least three major equipment manufacturers and five chemicals and gases companies to India. Calling for rigorous selection of projects, he stressed that quality, technological depth, R&D and global competitiveness must guide the country’s semiconductor ambitions, in line with the vision of Atmanirbhar Bharat. He also urged industry stakeholders to collaborate, share expertise and pursue continuous improvement to establish India as a globally competitive electronics and semiconductor manufacturing hub.

In continuation to the approvals of 106 applications involving investment of Rs 69,548 crore announced earlier, Ministry of Electronics and Information Technology (MeitY) has further approved 12 applications under the Electronics Component Manufacturing Scheme (ECMS), with projected investment of Rs 7,503 crore.

The current approvals entail projected production of Rs 39,045 crore and are expected to generate 7,127 direct employment opportunities.

The current approvals cover manufacturing of 10 target segment products, spanning bare components, supply chain products and capital goods. These include:

  • 4 components: Multi-layer PCB, Relays, Heat Sinks and Specialty Ceramics;
  • 5 supply chain products: Copper Foil, Anode Material, Cathode Active Material, Polypropylene Film and Camera Rim; and
  • Capital Goods and their parts

The approved projects are spread across 7 States viz. Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Punjab, Tamil Nadu and Uttar Pradesh, further expanding the geographical footprint of electronics component manufacturing in the country.

The current approvals include 1st time approvals under ECMS for Copper Foil, Cathode Active Material and Specialty Ceramics, further broadening the range of electronics components and upstream materials to be manufactured domestically.

In the components category, approvals for manufacturing have been granted as below:

  • Multi-layer PCB to NeST ICELR Private Limited;
  • Relays to TDConnex (Chennai) Private Limited;
  • Heat Sinks to Modern Automotives Limited; and
  • Specialty Ceramics to Voltix Semicon Private Limited.

Further, to strengthen the electronics manufacturing supply chain, approvals have also been granted for manufacturing various supply chain products as below:

  • Copper Foil, an important input for Copper Clad Laminate (CCL) for PCBs and Li-ion cells, to Indo Asia Copper Limited;
  • Anode Material for Li-ion cells, to TACC Limited;
  • Cathode Active Material to Vidyuta Materials Private Limited;
  • Polypropylene Film, for capacitor-grade dielectric film to Enerfolie LLP; and
  • Camera Rim to Surface Modification Technologies Pvt. Ltd.

Furthermore, the current approvals continue the emphasis on developing domestic manufacturing capability in capital goods and their parts. Approvals have been granted to TDConnex (Chennai) Private Limited for precision molds and tooling; Rockwell Automation India Private Limited for power and control systems for capital equipment; and Wipro Pari Robotics Private Limited for capital equipment for factory automation and system integration.

With these approvals, overall, 118 applications covering 34 products across 16 States have been approved under ECMS, amounting to expected investment of Rs 77,051 crore, projected production of Rs 5,73,146 crore and expected direct employment for 81,755 persons.

These approvals will strengthen domestic supply chains, deepen value addition, reduce import dependence, and build advanced manufacturing capabilities, further advancing India’s emergence as a global electronics manufacturing hub.

While addressing the media, Shri Ashwini Vaishnaw, said “India has undergone a fundamental transformation over the past decade. However, this is just the beginning, with various policy initiatives and concerted efforts by the public and private sectors laying the foundation for the growth of the semiconductor and electronics industry and the vision of an Atmanirbhar Bharat”. India is strengthening its domestic electronics manufacturing ecosystem, with a growing focus on manufacturing computers and their components within the country, reducing import dependence and building a robust, self-reliant electronics value chain.

The Launch of the Semicon 2.0 Web Application Portal and the Announcement of Approved Applicants under ECMS mark a significant step towards strengthening India's semiconductor design and manufacturing capabilities.
