Funds for Modernisation of Madrasas

 

                        Out of the total Budget outlay of Rs.1794892 crores for the year 2014-15, an amount of Rs.3734.01 crores has been allocated to this Ministry. Thus the allocation for the Ministry of Minority Affairs works out to  be 0.21%, out of the total Budget outlay for the year 2014-15.

                         The Department of School Education & Literacy has been running a scheme, namely, the Scheme for Providing Quality Education in Madarsas (SPQEM) since 2008-09 for the modernization of madarsas. Under the scheme, the Ministry of Human Resource Development provides financial assistance in the form of teachers’ honorarium to the Madarsas which introduce modern subjects i.e. Science, Mathematics, Social Studies, Hindi and English in their curriculum so that academic proficiency in classes I-XII is attainable for children studying in these institutions. Financial assistance is provided for Science/Maths kits, for setting up of Book bank and Science/ Computer lab also. However, the scheme is implemented through the State Governments.

An amount of Rs. 375 crore for SPQEM and for the Scheme for Infrastructure Development in Minority Institutes (IDMI) has been allocated to the Department of School Education for the Year 2014-15. However, no funds have yet been released under the scheme during the current year.

 

                        This was stated by Dr. Najma A. Heptulla, the Minister of Minority Affairs in Rajya Sabha today.
