An analysis of the voter turnout for General Elections of 2004 and 2009 shows that out of 28 states and 7 union territories, the voter turnout, measured as number of voters who cast their vote as a percentage of registered electors, increased in 2009 as compared to the figure in 2004 in 17 states and 6 UTs. It decreases in 11 states and 1 UT.
