AYUSH Drugs and Research

Ayurveda, Siddha, Unani and Homoeopathic drugs are regulated through the Drugs and Cosmetics Act, 1940, which is a Central Act uniformly applicable throughout the country

Ayurveda, Siddha, Unani and Homoeopathic drugs are regulated through the Drugs and Cosmetics Act, 1940, which is a Central Act uniformly applicable throughout the country. Rules 85-A to 85-I and Rules 151 to 159 of the Drugs and Cosmetics Rules, 1945 respectively provide the regulatory provisions for grant of licenses to manufacture Homoeopathic and Ayurveda, Siddha and Unani drugs and promote their safety and quality. The standards of Homoeopathic medicines to be complied with are prescribed in Schedule II of the Drugs & Cosmetics Act, 1940 and of Ayurveda, Siddha and Unani drugs in Rule 168 of Drugs and Cosmetics Rules, 1945. Under the provisions of Drugs and Cosmetics Act, 1940, the Central Government has the power to make or amend rules in this regard after consultation with or on the recommendation of the relevant Drugs Technical Advisory Board.

There are two appellate Laboratories, namely, Pharmacopoeial Laboratory for Indian Medicine (PLIM) and Homoeopathic Pharmacopoeial Laboratory (HPL) set up by the Central Government in Ghaziabad, Uttar Pradesh, which are functioning as standard setting cum drug-testing laboratories for Indian Medicines and Homoeopathy respectively. Through Centrally Sponsored Scheme of Quality Control of ASU&H drugs, financial support has been provided to 27 State Drug Testing Laboratories for improving their infrastructural and functional capacity.  Drugs and Cosmetics Rules, 1945 also provide for approval of institutions for carrying out tests on Ayurvedic, Siddha and Unani drugs and raw materials used in the manufacture of these drugs. In the annual plan 2014-15, under National AYUSH mission, there is an allocation of Rs.8.00 crore for quality control of ASU&H medicines out of which eligible proposals of the States/UTs can avail grant-in-aid to strengthen or establish Drug Testing Laboratories. The proposal of setting up a separate Central Drug Controller of AYUSH is in the process of final approval by the competent authority. The proposal upon approval will be operationalized after recruitment of suitable personnel.

Under the Ministry of AYUSH, there are five Research Councils viz. Central Council for Research in Ayurvedic Sciences (CCRAS), Central Council for Research in Unani Medicine (CCRUM), Central Council for Research in Yoga and Naturopathy (CCRYN), Central Council for Research in Siddha (CCRS), Central Council for Research in Homoeopathy (CCRH) for undertaking and promoting research in respective systems. These Councils have 81 research institutes and centres spread across the country as stated below:-

Upgradation of existing research institutes/centres is an ongoing process and steps have been taken to upgrade the laboratories. Following are the details of research institutes proposed to be set up-

i) Hakim Ajmal Khan Central Research Institute of Unani Medicine in the campus of Ayurvedic and UnaniTibbia College, Karol Bagh, New Delhi with an estimated cost of Rs. 14.00 crores.

ii) Clinical Research Units of Homoeopathy at Sambalpur (Odisha) and Gorakhpur (Uttar Pradesh with estimated cost of Rs 16.20 crore and Rs. 56.45 lakh respectively.

iii) Central Research Institutes of Yoga and Naturopathy at Jhajjar (Haryana) AND Nagmangla (Karnataka) and further development of Central Research Institute, Rohini (Delhi) at a total cost of Rs. 51.67 crores.

iv) State Government of Odisha has allotted land for establishing Central Research Institute of Yoga and Naturopathy near Bhuwaneshwar.

v) State Government of West Bengal has offered land for establishing Central Research Institute of Yoga and Naturopathy. 

The Government encourages and promotes research in AYUSH systems of medicines in organized and scientific manner by supporting educational & training programmes, workshops and conferences; by organizing lectures by eminent experts;  State Drug Testing Laboratories and by developing Pharmacopoeial standards etc. Further, the research in AYUSH undertaken byscientific agencies is supported through Extra Mural Research Scheme.

The Minister of State (IC), Ministry of AYUSH, Shri Shripad Yesso Naik stated this in a written reply in the Lok Sabha here today.
