States have not been categorized as backward states.

 

State-wise Human Development Index (HDI), alongwith their rankings, is given in annexure below. Inter-State disparities in HDI are a result of complex factors such as difference in resource endowment, geographical and historical factors and availability of socio-economic and physical infrastructure.
