Educational Empowerment:
Scholarships:
All over
India, about 86 lakh Scholarships were awarded for Pre-matric, Post-matric and
Merit-cum-means scholarship during 2014-15. 30% of the scholarships are
earmarked for girls, but, the number of girls benefited was more than 46%.
Rs. 2009
Crore were released under Scholarships schemes.
All the
three Scholarship schemes of the Ministry are online and operationalized on
National Scholarship Portal (NSP) from July, 2015.
Direct
Benefit Transfer (DBT) for transfer of scholarships in students’ bank accounts
has been operationalized. Wherever available, bank accounts are being linked
with Aadhaar.
Bank
accounts opened under “Pradhanmantri Jan Dhan Yojana” are also being used from
2015-16, particularly for transfer of Pre-matric scholarship.
Economic Empowerment:
Ministry has taken it as a
mission to orient and involve minority youths in nation building process by
equipping them with education and skills. Under Skill India Mission, Ministry
has strengthened the scheme “Seekho aur Kamao” by allocating more resources and
targets for placement linked training of minority youths. Moreover, Ministry on
one hand striving to bring school dropouts back in education and on the other
hand making efforts to provide formal education to students from community
institutions like Madarsas etc. Ministry is also trying to integrate skills and
has taken up initiatives through various schemes/programmes namely, ‘Nai
Manzil, USTTAD and Maulana Azad National Academy for Skills (MANAS).
Seekho aur Kamao (Learn and Earn) “
a placement linked skill development scheme for minorities aims to upgrade
various modern/traditional skills of minority youth enabling self-employment.
--It ensures placements of minimum 75% trainees(at least 50% in organized sector) and post placement tracking of trainees for one year is mandatory for PIAs
(Project Implementing Agencies).
--For
2015-16, the target is to train 1,13,000 beneficieries (revised targets) with
budgetary allocation of Rs. 192.45 crore (revised allocation). Rs. 34.34 crore
has been sanctioned for training of 20,980 trainees in 2015-16 so far.
--During
2014-15, an amount of Rs. 46.23 crore was released for training of 20,720
trainees. So far, placements reports for 11919 trainees have been received from
PIAs.
USTTAD (Upgrading the Skills
and Training in Traditional Arts/ Crafts for Development) is a new scheme formally launched on 14th
May, 2015 at Varanasi (U.P.)to preserve rich heritage of traditional
arts/crafts of the minorities. It aims at capacity building and updating the
traditional skills of master craftsmen/artisans; documentation of identified
traditional arts/crafts of minorities; set standards for traditional skills;
training minority youths in identified traditional arts/crafts through master
craftsmen; and develop national and international market linkages.
---It
targets minority youths of 14-35 years of age and minimum Class-V qualified.
The scheme will be implemented through selected Project Implementing Agencies
(PIAs) and Knowledge Partners.
---Another
exhibition involving 14 States was held on 05th and 06th
October, 2015 and a book documenting 18 identified crafts was released on the
occasion.
---Ministry
signed a MoU with an E-commerce portal shopclues.com for facilitating the
market linkages of crafts.
Nai Manzil – An integrated education and livelihood initiative launched on 8th August, 2015, for school dropouts and Madarsa students.
--Will enable minority youths in the age group of 17 to 35 years not having formal school leaving
certificate, i.e., those in the category of school-dropouts or educated
in the community education institutions like the Madarsas, to seek
better employment in organized sector.
--A Non-residential programme, to take
prospective participants through a Basic Bridge Programme (For Class VIII or
Class X), along with training in trade based skills for sustained
livelihood/gainful employment.
--Scheme has been approved with the cost of
Rs. 650 Crore for five years. 50% funding has to come from the World Bank. An
agreement already signed with the World Bank in this regard.
MANAS – Maulana Azad National Academy for
Skills
--A special purpose vehicle
established on 11.11.2014 addresses all skill development needs of minority
communities. It provides an all India Training framework with leading training
partners in PPP Mode. Operates on Architecture of the Ministry of Skill
Development and Entrepreneurship and covers all skill sectors as per the local
demand.
--MANAS establish linkages
with concessional credit to Skill Development to provide sustainable livelihood
to Minority Communities with primary focus on self-employment and
entrepreneurship. MANAS has signed MoUs with NSDC and sector skill councils of Health, Security, Leather, Logistics,
and Media & Entertainment
and the lending bodies of trade and industry.
--In 2014-15, 6500 youths
have been trained by MANAS. During 2015-16, target is to train 30,000 youths.
On 31.08.2015, MANAS also launched a skill development training programme for
Madarsa students at Edara-e Sharia, Patna (Bihar).
Concessional Loans for
Self-Employment from NMDFC:
--For the first time in the
history of National Minorities Development and Finance Corporation (NMDFC0,
Central Government on 10.02.2015 has approved a quantum jump in the Authorized
Share Capital from Rs.1500 Crore to 3000 Crore enabling the Ministry to
contribute regular equity to the NMDFC. It will ensure more funds for
concessional credit for self-employment.
--Moreover, the Share
holding pattern of NMDFC has been modified from 65:26:09 to 73:26:01 for the
Central Government, State Government and Private Institutions respectively and
thus increasing the Central equity component by 9%.
--The eligibility criteria
of annual family income has been raised up to Rs.6.00 lakh per annum to enhance
outreach.
--The quantum of loan amount
has been increased under the schemes of Term loan, Micro-finance and Educational
Loans.
--Restructuring of NMDFC has
been initiated to enhance outreach.
Infrastructure
Development:
Under “Swachch Bharat”
Mission, the Ministry has taken initiatives in its Multi-sectoral
Development Programme (MsDP) by including mandatory construction of toilets in
schools, hostels and toilets in public areas. During 2014-15, 80 schools and 86
hostels with proper toilet facilities and 39 toilets in other schools were
sanctioned under MsDP. Ministry promotes the Swachch Bharat campaign in its
publications. During 2015-16, 73 hostels with proper toilet facilities and 52
toilets and drinking water projects in other schools were sanctioned under
MsDP.
“Digital Literacy
Mission” has also been integrated into Multi-sectoral
Development Programme (MsDP) with a new programme called ‘Cyber Gram’.
This programme aims to impart digital literacy to students of Madarsas and
government Schools in identified Minority Concentration Areas. The programme
is implemented through M/s CSC e-Governance Services Ltd., a Special Purpose
Vehicle (SPV) created by the Ministry of Electronics & IT, Govt. of India
for implementation of their Common Service Centre (CSC) scheme. As on
31.10.2015, projects for imparting digital literacy to 3,71,657 students have
been approved in the States of West Bengal, Uttar Pradesh, Tripura and
Rajasthan.
Focus on
Special Needs of Minorities:
Women Empowerment:
--In all scholarship,
Fellowship, Coaching and Skill Development programmes, minimum 30% seats have
been earmarked for minority girls/ women. This 30% is the floor, not the
ceiling. The Ministry is giving preference to the minority girls/ women.
Nai Roshni: Ministry
implements an exclusive scheme “Nai Roshni” for Leadership Development
of Minority Women with an aim to empower and instill confidence in women by
providing knowledge, tools and techniques for interacting with Government
systems, banks and intermediaries at all levels.
--The scheme is implemented through Non
-Governmental Organizations (NGOs), Civil Societies, Trust etc. The scheme
provides one week training programmes followed by Handholding for one year. The
training is provided on various Training modules covering issues relating to
women viz. Leadership of Women through participation in decision making,
Educational Programmes for women, Health and Hygiene, Legal rights of women,
Financial Literacy, Digital Literacy, Swachch Bharat, Life Skills and Advocacy
for Social and Behavioural change.
--During 2014-15, Ministry trained more
than 71,000 minority women in 24 States. During 2015-16, Ministry already
sanctioned training of about 22,750 women so far.
--In 2015-16, Ministry has launched an Online
Application Management System (OAMS) to bring in transparency,
simplified online application procedure, curtail delays and online issue of
sanctions.
Preservation of Rich Heritage: --Ministry launched a new scheme “Hamari
Dharohar” in 2014-15 to preserve the rich heritage of minority
communities of India. The scheme aims at curating iconic exhibitions,
supporting calligraphy, preservation of old documents, research and
development, etc.
--To begin with, the Government has decided to provide
support to iconic exhibition of Parsis i.e. “The Everlasting Flame” to showcase
the civilization and culture of the Parsis (Zoroastrians) under “Hamari
Dharohar” during 2015-16. Finance Minister has announced the support to this
exhibition in his Budget speech for 2015-16.
--This will involve curating 3 travelling exhibitions
on Parsi Culture namely, ‘The Everlasting Flame’, ‘Threads of Continuity’ and
‘Across Ocean and Flowing Silk’, during March-May, 2016 at the National Museum
(NM), National Gallery of Modern Art (NGMA) and Indira Gandhi National Centre
for Arts (IGNCA). The articles for Exhibitions are to be brought from British
Museum, London; Hermitage, Russia; Iran, Uzbekistan, Tazikistan, Japan etc.
--Ministry has also sanctioned a project to Dairatul
Maarifil Osmania , Osmania University, Telangana for translation from Arabic
language into English, digitization and re-printing of 240 invaluable documents
belonging to Moghul period on the subjects of Medicines, Mathematics,
Literature, etc.
Waqf Management:
Initiatives of National Waqf Development Corporation
(NAWADCO):
During 2014-15, extensive efforts were made to create
awareness about the objectives of NAWADCO and to identify the potential Waqf
properties in urban areas. The respective State Waqf Boards, and Mutawallis
(Managers) have been persuaded to convey their Expression of Interest (EOI) for
commercial development and these properties.
More than 80 Waqf properties have
been identified for development in the
States namely, Rajasthan; Bihar; Karnataka; Tamil Nadu; Gujarat; Madhya
Pradesh; Uttar Pradesh; Uttarakhand; Maharashtra; Telangana and Delhi.
Expression of Interest to develop Waqf properties from 22 Waqf Institutions/
State Waqf Boards have been received.
NAWADCO had signed MoU with
National Building Construction Corporation (NBCC) on 8-9-2014 for developing
properties.
The income generated from
developed Waqf properties in coming years, will not only contribute to socio –
economic and educational empowerment of Muslim community but will also help in
overall development of the Nation.
Initial concept building plans have
been prepared for three Waqf properties of Bengaluru and agreement for
developing one property in Jodhpur (Rajasthan) is at an advanced stage of
signing with the concerned Waqf Institution.
Digitization of Waqf Properties: Digitization of Waqf Properties is under
way to safeguard them by linking Muttawalli or Trustees of Waqfs with Aadhaar.
