Problem in Construction of NHs
In respect of land acquisition for procurement of National Highways Development Project (NHDP) works, National Highways Authority of India (NHAI) has faced major problems specifically in States like Kerala & Goa. In addition, projects have been affected due to delay in obtaining wild life/forest clearances mainly in Madhya Pradesh, Uttar Pradesh, Uttarakhand and Assam. Some States like UP, Bihar, Maharashtra, Gujarat and Tamil Nadu have also not signed the Umbrella State Support Agreement.
In order to overcome the problems affecting NHDP projects, 6 zonal offices each headed by Executive Director have been created for coordination with State Government on pre construction activities. State Governments were requested to appoint Chief Secretaries as Nodal Officers for NHDP works. In many states, special land acquisition units have been set up to expedite land acquisition for NHDP works. Close coordination with State Government officials is being maintained to resolve all issues.
An ex-gratia amount of Rs. 20,000 is being provided to each title holder Project Affected Family as Resettlement and Rehabilitation assistance.
