              The term of 2 members of Andhra Pradesh Legislative Council from 2 Local Authorities’ Constituencies is expiring on 29th March, 2013 and 8 members from 7 Local Authorities’ on 1st May, 2013 as per details given below:

2.         The Chief Electoral Officer, Andhra Pradesh has informed that out of 9 Local Authorities, only Hyderabad Local Authorities’ Constituency has the constituent local bodies and their percentage of electors in existence is more than 75%. Anantpur Local Authorities’ Constituency has only 1.32% of constituent local bodies in existence and 1.25% electors are in existence. Other Local Authorities’ Constituencies have no electors in existence. 

3.         Also there are two casual vacancies from Kurnool Local Authorities’ Constituency occurred on 18th May, 2012 and Warangal Local Authorities’ Constituency occurred on 30th July, 2012.

 

4.         To conduct election to Legislative Council from Local Authority Constituency, the existence of local body as well as percentage of electors should be more than 75%.

5.         The bye-election could not be conducted from these two Constituencies for the same reason of non existence of constituent local bodies and electors as well.

6.         In view of the above facts,  the Commission has decided to hold Biennial Election only from Hyderabad Local Authorities’ Constituency of Andhra Pradesh Legislative Council in accordance           with the following programme:-

 

7.The Model Code of Conduct will come into force with immediate effect in the district(s) in which the above Constituency is comprised.
