Availability of Energy

During the period Jan. 08 to Nov. 08, total availability of energy in the country was 625289 MU, as against 601517 MU during the same period last year, representing a growth of about 4%.

During the period Jan.08 to Nov.08 total energy exchanges in the country were 16918.90 MU, as against 15837.6 MU during the same period last year, representing a growth of about 6.8%.

During the period Jan. 08 to June, 08, total inter-State trading of power in the country was 8255.25 MU, as against 7735.22 MU during the same period last year, representing a growth of about 6.7%.

Power Exchange

Two power exchanges have been granted permission to function by CERC, Indian Energy Exchange Limited (IEX) and Power Exchange India Limited (PXI). IEX started its operations on 28.6.08 and PXI on 22.10.08

The volume of power transacted by the two power exchanges upto 5 p.m. of 5.12.08, the maximum and minimum market clearing prices are as given below:

Total energy transacted

Maximum market clearing prices

Minimum market clearing prices

IEX

1470.30 MU

Rs. 11.00

Rs. 0.92

PXI

26.96 MU

Rs. 11.00

Rs. 3.00

It can be seen from the volume of transactions given above, that surplus power to the extent given above has been utilized in deficit areas and thereby resulted in optimum utilization of the country’s power resources.

Transmission

Capacity Addition has to be supplemented with commensurate addition in the Transmission Sector.  During the period under review, details of capacity for which the sub-stations were commissioned are given in the following table :

Distribution

Distribution despite being of crucial importance in the entire electricity supply chain, remained neglected area and thus, resulting in huge Aggregate Technical and Commercial (AT&C) losses.

Under the APDRP scheme, during the period 2004-2008, Rs 1997.15 crore was released as incentive to the States for loss reduction and Rs. 3301.26 crore was released as Additional Central Assistance (ACA) to states under Investment component.

Drastic reduction of losses is the single most essential measure for turning around the power sector and for attracting much needed investments. It appears that mere infusion of investment through APDRP and formal adherence to reform conditionalities  are not sufficient condition for drastic loss reduction. A clear commitment to reduce AT&C losses significantly by the end of 11th Plan from the State Governments, good corporate governance reliable and objectively demonstrable systems of accountability coupled with incentive schemes for staffs are some of the other drivers for improvement.  Re-structured APDRP for XIth Plan has been approved on these lines at a total outlay of Rs.51,577 crore.

Progress under RGGVY

The Government had already approved a capital subsidy of Rs.5,000 crore for the last 2 years of the 10th Plan for this scheme.   The continuation of the scheme in XI Plan has been sanctioned on 3rd January 2008. A capital subsidy of Rs. 28,000 Crore has been provided at this stage for the XI Plan. The target of the scheme is to electrify 1,15 lakh villages and to provide electricity connections to 2.34 Crore households.

27 States are participating under the scheme.

Electrification achievements under the Scheme during the period January, 2008 to November, 2008 is as under :

This is included in the total RHH.

Franchisees have been deployed in 22,220 villages in 14 States during the year 2008.

The cumulative progress under RGGVY as on 16.12.2008 has resulted in electrification of 53,310 villages, intensive electrification of 67,582 already electrified villages and release of connections to 48,95,092 rural households including release of free electricity connections to 41,30,919 BPL households.

Energy Conservation

Under the Project“Power Plant Optimization Component : Improvement in the availability and efficiency of Power Plants” under Indo-German Efficiency Programme (IGEN) is being implemented jointly by M/s GTZ and CEA, the work of mapping of Thermal Power Stations as planned is under completion and as on date mapping of 82 units out of 85 units of 120/200/500 MW capacity has been completed.  All TPSs in the country have been advised to set up Energy Efficiency Cell and appoint Energy Managers in compliance to EC Act – 2001 and about 69 stations have so far reported the establishment of Cell.

A high level interactive workshop on “Land Requirement of new Plants and Energy Efficiency” was organized in February 2008 to deliberate upon the various issues involved.

The Clean Development Mechanism (CDM) under Kyoto protocol to the United Nations Framework Convention on Climate Change (UNFCCC) provides an opportunity for the Indian Power sector to earn revenue through the reduction of Greenhouse Gases emissions particularly Carbon Di oxide (CO2).

Central Electricity Authority (CEA), accordingly took up in cooperation with GTZ-CDM India, to compile a CO2 database for all Grid connected Power stations in the country. The objective of the database is to facilitate the consistent and accurate quantification of CO2 emissions baseline by CDM project developers in the Indian Power sector. India is first CDM country in the world to have published such an official baseline for the power sector in the country as a whole. The database along with a User’s Guide is available on CEA website www.cea.nic.in. The latest version 4.0 contains the data upto 2007-08.
