PIB, EFC proposals put on fast track clearance

       Clearance procedures for plan schemes and projects have been put on a FAST TRACK by Ministry of Finance during 2005-06. 123 proposals were appraised and investment/expenditure of Rs.1,74,436 cr has been recommended during the period from April 2005-March, 2006 through  39  sittings of Public Investment Board(PIB), 53  sittings of the Expenditure Finance Committee(EFC) and  11 sittings of the Committee on Non-Plan Expenditure (CNE). The total investment/expenditure recommended during 2004-05 was Rs.1,18,112 cr. PIB, EFC and CNE function as the highest official level appraisal forum for investment decisions with senior level representation from Planning Commission, sponsoring Ministries, Ministries of Environment & Forests, Programme Implementation and Department of Economic Affairs and are chaired by Finance Secretary/Secretary(Expenditure), Ministry of Finance. 

    Highlights

Ø       Power Sector

·         Eight  Hydro projects worth Rs.16423.81 cr recommended.  These projects will produce

       3740 MW of power.

·         Eleven Transmission projects worth Rs.14750.44 cr. recommended.

Ø       Port and Shipping

q       Four Shipping and Port sector projects with investment worth Rs.3913.99 cr.

·         Sethusamudram Ship Channel Project with an investment of Rs.2427.40 cr.

·         Acquisition of (i) two Nos.Very Large Crude Carriers (Rs.924 cr.) and (ii) two Nos. Capesize  bulk carriers(Rs.414 cr.)  each by Shipping Corporation of India Limited

·         Deepening of entrance channel at Paradeep Port (Rs.148.59 cr)          

Ø       Road Transport & Highways

q       Two projects with investment worth Rs.1285.04 cr.

·         Six laning of Vadodara-Surat Section of NH-8 in Gujarat on Build, Operate

      and Transfer basis with an investment of Rs.1066.77 cr.

·         Four laning of existing two lane road from Barawadda to Barakar in the state of

     Jharkhand with an investment of Rs.218.27 cr.

Ø       Coal

q       Fourteen coal sector expansion projects with investment worth Rs.10076.8 cr.  These projects will enhance coal production capacity by 92.5 Mty.

·         Rajmahal Opencast Coal mine (10.5 Mty to 17 Mty) at a cost of Rs.650 cr.

·         Kaniah  Openast Project ( 3.5 Mty to 10 Mty)at a cost of Rs.96.18 cr.

·         Gevra Opencast Project (25 Mty to 35 Mty)at a cost of Rs.1339.69 cr

·         Dipka Opencast Project (20 Mty to 25 Mty) at a cost of Rs.1268.53 cr.

·         Magadh Opencast Project (12 Mty to 20 Mty) at a cost of Rs. 469.78 cr

·         Ashok Opencast Project (1.5 Mty to 6.5 Mty)at a cost of Rs.535.72 cr.

·         Krishnashila Opencast Project (4 Mty to 10 Mty) at a cost of Rs.830.74 cr.

·         Block B Opencast Project (3.5 Mty to 10 Mty) at a cost of Rs.736.75 cr

·         Khadia Opencast Project (4 Mty to 10 Mty) at a cost of Rs.1488.57 cr.

·         Amlohri Opencast Project (10 Mty to 15 Mty) at a cost of Rs.1352.04 cr.

·         Bharatpur Opencast Project (11Mty to 20 Mty) at a cost of Rs.316.94 cr.

·         Lakhanpur Opencast Project (10 Mty to 15 Mty) at a cost of Rs.294.93 cr.

·         Bhubaneswari Opencast Project (10 Mty to 20 Mty) of ECL at a cost of Rs.336.68 cr.

q       Four proposals of Ministry of Civil Aviation with investment worth Rs.38590.57 cr  recommended.

·         Acquisition of 18 B737-800 W Aircraft by Air India Charters Ltd. at a cost of  Rs.4951.60 cr

·         Acquisition of 50 New Long Range Aircraft by Air India  at a cost of Rs.33,197.47 cr

·            Construction of new International terminals at Ahmedabad and Trivandrum airports at a cost of Rs.195.92 cr. and Rs.245.58 cr. respectively.

Ø          Urban Development

·         Bangalore Metro Rail project with an investment of Rs.4685 cr.

Ø       Textiles

 

q       Four proposals with investment worth Rs.1255.02 cr were recommended.

 

·         Scheme for Integrated Textile Parks (Rs.625 cr.)

·         Jute Technology Mission (Rs.345.55 cr)

·         Sericulture Sector Catalytic Development Programme(Rs.257.97 cr)

·         Setting up of National Jute Board(Rs.26.50cr)

 

Ø       Steel

 

·         Expansion of RINL, Vishakapatnam Steel Plant capacity from 3 million MT to 6.3 million MT at a cost of Rs.8259 cr.
