Charge-sheet filed in first case registered by NIA
National Investigation Agency(NIA) had registered its first case against the cadres of Dima Halam Daogah (Jewel) known as Black Widow in the month of June 2009 vide case No. 01/2009/NIA. By the time NIA registered the case, 5 accused persons had already been arrested by the Assam Police working with the central agency. The case pertained primarily to terrorist financing.

During investigation, NIA brought out the evidence of siphoning off developmental funds allotted to the North Cachar Hills Autonomous Council(NCHAC) in consequence of the nexus of terrorists i.e. DHD(J) group with the officers of the NCHAC, private persons, politicians and contractors. NIA has further dug out the evidence showing transfer of huge Govt. funds through illegal channels and conversion of the same into foreign currency which was subsequently used for procurement of arms & ammunition from foreign arms dealers. Some such arms were recovered by NIA working closely with the Mizoram Police. A key arms dealer, the Hawala racketeers, the person responsible for conversion of Indian currency to foreign currency were arrested by the NIA from Mizoram, Assam, Kolkata etc. After getting sanction from the Govt. of India, NIA filed the charge sheet in the Special court for NIA cases at Guwahati against 14 accused persons namely Jewel Garlosa, Chief of DHD(J), Niranjan Hojai, Commander in Chief of DHD (J), Mohit Hojai, the CEM of NCHAC, Ms. Malsawmkimi, Phojendra Hojai, Babul Kemprai, R.H. Khan, Ahshringdao Warisa, Samir Ahmed, Vanlalchhana, George Lawmthang, Jayanta Kumar Ghosh, Debashis Bhattacharjee and Sandip Ghosh on 17th November 2009 under various provisions of the Indian Penal Code like conspiracy to wage war, waging of war, and under amended Unlawful Activities (Prevention) Act like funding terrorism, harbouring terrorists, terrorist acts etc.

Two of the accused persons namely, R.H.Khan and Mohit Hojai had moved the High Court of Guwahati for bail which was rejected and they filed SLP before the Supreme Court. After considering their SLP, Hon’ble Supreme Court of India dismissed their petition on 19.11.09 and rejected their bail.
