NeGP
India’s
strides in Information Technology continued unabated in 2009 with a host of
impressive initiatives taken by Department of Information Technology (DIT) for
reaching and serving the masses. The National e-Governance Plan (NeGP), approved by the Government on May 18, 2006, takes a
holistic view of e-Governance initiatives across the country, integrating them
into a collective vision: “Make all Government services accessible to the
common man in his locality, through common service delivery outlets, and ensure
efficiency, transparency, and reliability of such services at affordable costs
to realise the basic needs of the common man”
NeGP comprises of 27
Mission Mode Projects (MMPs) encompassing 9 Central MMPs, 11 State MMPs and 7
Integrated MMPs. It also includes 8 program support
components aimed at creating the right governance and institutional mechanisms,
core infrastructure, policies, standards, and the necessary legal framework for
adoption of e-Governance in the country. NeGP is
implemented at the Central, State, and Local Government levels.
As of date, all Central MMPs have crossed the stage of conceptualization and moved
to design-and-development and implementation stages, schemes having been
approved for 8 of the 9 MMPs. All Integrated MMPs have crossed the stage of conceptualization, schemes
having been approved for 6 out of the 7 MMPs.
With respect to State MMPs, schemes for 5 MMPs have been approved and scheme preparation for 3 out of
remaining 6 MMPs is in advanced stage.
Under NeGP, the Government has approved a Scheme for facilitating
establishment of more than 100,000 broadband- internet-enabled Common
Services Centers (CSCs)
in rural areas of the country at a total cost of Rs.
5742 Crores. The Scheme is being implemented in the
Public Private Partnership (PPP) mode.
As of November 2009, the number of CSCs rolled out in 25 States is 57,599. The remaining CSCs are expected to be rolled out by June 2010.
For expanding Bharat Nirman Common Services Centers to all Panchayats and
utilization/ integration of CSCs, a committee
constituted at DIT to determine the cost of delivery of G2C services through CSCs has given its recommendations. Accordingly, rates have
been notified on 30th November, 2009, for the purposes of leveraging
CSCs to capture MIS, deliver services and disseminate
information, awareness etc.
Under NeGP, the Government has approved the Scheme for
establishing State Wide Area Networks (SWANs)
across the country in 29 States/ 6 UTs at a total
outlay of Rs.3,334 Crores.
Under this Scheme, it is envisaged to provide technical and financial
assistance to States / UTs for establishing SWANs connecting each State / UT Headquarters up to the
Block level, with a minimum bandwidth capacity of 2 Mbps. As of November 2009, SWANs in 4 States/ UTs (Punjab, Tripura, Karnataka, and Gujarat)
have been made operational, while in other States/ UTs,
the SWANs are expected to be made operational by June
2010.
The State Data Centre (SDC) Scheme was
approved by the Government in January 2008 at an estimated outlay of Rs.1623.20
Crores to cover 28 States and 6 UTs.
SDC proposals of 31 States/ UTs have already been
approved by the Department of Information Technology (DIT).
In order to provide a
mechanism for adequate capacity building and training for the end-user, a Capacity
Building(CB) Scheme at an outlay of Rs. 313 Crores has been approved
in January 2008. This envisions establishment of institutional framework for
State-level strategic decision-making including setting up of State
e-Governance Mission
Teams (SeMTs). A Capacity Building Management Cell
(CBMC) has been set up in DIT for overall coordination and implementation of
the CB Scheme.
As approved by the Empowered
Committee under the chairmanship of Secretary (IT), Rs.
46.63 Crores as Additional Central Assistance (ACA)
to 28 States and DIT Grant of Rs.62.90 Crores to 35
States/UTs has been released along with guidelines
for utilization of CB funds.
For National-level programme management role under NeGP, an Independent Business Division (IBD) called
the “National e-Governance Division (NeGD)” has been
set up. NeGD would also take full-fledged role and responsibilities
of Capacity Building Management Cell (CBMC) for implementing the CB Scheme in
the Country.
The e-District MMP under the NeGP aims to target certain high volume services currently
not covered by any other MMP under the NeGP, and
undertake backend computerization to enable the delivery of these services
through CSCs. In January and March 2009, the pilot
project went live in 6 districts of Uttar Pradesh (Ghaziabad,
Gautam Budha Nagar, Rae Bareli, Sitapur, Gorakhpur and Sultanpur)
with a few services. Progressively more services were added, and
currently, 15 out of 22 services are live. In November 2009, pilot projects in
five districts of Tamil Nadu and one district of
Assam went live. In Assam,
the pilot project is live in Goalpara district with
22 services and it is expected that in Sonitpur the
pilot will go live in December 2009. In Tamil Nadu,
the pilot project went live in Ariyalur, Coimbatore,
Krishnagiri, Perambalur
& Tiruvarur.
Under the Standards component of the NeGP, the Government has prepared the draft Policy on Open
Standards. Localization Standards, namely Character Encoding Standard (Unicode
5.1.0) and Font Standard (ISO 14496-22 Open Type Font),
have been notified for use in e-Governance applications. The Metadata and Data
Standards (MDDS) have also been drafted.
The National e-Governance Service Delivery
Gateway (NSDG), an MMP under the NeGP, has been
implemented successfully. This standards-based messaging switch will provide a
platform for seamless interoperability and exchange of data across e-Governance
applications. Under the e-Forms on State Portal and State e-Governance
Service Delivery Gateway (SSDG) project, proposals of 29 States have been
approved by DIT, and RFPs are under preparation by
States for selection of implementing agencies.
2. Electronics Hardware Manufacturing
Indian electronics hardware production increased from Rs.84,410 crore in 2007-08 to
Rs.94,690 crore in 2008-09 (estimated), representing
a growth of 12.1%.
Special Incentives for Fabs and
other High Tech IT Products
The Special Incentive
Package Scheme (SIPS) to encourage investments for setting up Semiconductor
Fabrication and other micro and nano technology
manufacturing Industries in India
was announced by the Government on 21.3.2007 and is valid upto
31st March, 2010. In response to the Scheme Eighteen (18) proposals
in all, one each in the area of Semiconductor Fab and
TFT-LCD panel and sixteen in Solar Photovoltaic (SPV) have been received.
In-principle letters have been issued to twelve (12) SPV applicants on
1.6.2009.
A Task Force was set up
on 11th August, 2009 by DIT to suggest measures to stimulate the
growth of IT, ITES and Electronics Hardware Manufacturing Industry. The Task
Force has submitted its Report on 11th December, 2009.
3. The Information Technology (Amendment) Act
2008
Over the years growing
misuse and abuse of computers, required strengthening The Information
Technology (I T) Act 2000, a legal framework for transactions carried out
electronically, pertaining to information security. The Information
Technology (Amendment) Act, 2008 was Gazetted in Feb,
2009. This Act inter-alia adds provisions to deal
with new forms of cyber crimes like publicizing sexually explicit material in
electronic form, video voyeurism, cyber terrorism,
breach of confidentiality and leakage of data by intermediary and e-commerce
frauds. The I T (Amendment) Act, 2008 was enforced on 27.10.2009. Rules
pertaining to sections 52, 54, 69, 69-A, 69-B and section 70-B(1)
were also notified on the same date.
4. Cyber Security
Government of India has setup the Indian Computer
Emergency Response Team (CERT-In) for providing early security warning and
effective incident response. It operates on 24 x 7 basis
and is actively engaged with its users with early warning alerts and
advisories. Nationwide efforts are being made to increase Cyber Security
education, awareness and skills in the country.
5. National Knowledge Network
Government had decided
to establish a National Knowledge Network (NKN) with scalable multi gigabit
capabilities which will connect 1000 nodes covering the
universities, research institutions, libraries, laboratories,
hospitals and agricultural institutions across the country. This will also act
as a backbone for the e-governance. The Hon’ble
President of India inaugurated the initial phase of the National Knowledge
Network on 9th April 2009. It has been started by upgrading 15 PoPs of NICNET at 2.5 gbps
capacity. Six virtual classrooms over NKN have been established at six IITs.
6.
Technology Development for Indian Languages (TDIL)
With a view to make available language
processing software tools to empower the citizens to share
knowledge in local language, the language CDs for Bodo,
Dogri, Maithili &
Nepali were released on 21st Feb 2009 and Bangla,
Konkani, Kashmiri, Sindhi, Manipuri and Santali
language CDs on 8th sept 2009. As on
date, language CDs for all the 22
constitutional Indian languages have been released in open domain. These
software can be downloaded from website http://www.ildc.in and http://www.ildc.gov.in. or can be obtained by post free of cost at doorstep by
registering on the above websites.
7. Nanotechnology
The Nanotechnology
Initiative Programme of Department of Information Technology was started in
2004 with focus on nano-electronics. Under this
Programme two Centres of Excellence in Nanoelectronics
are being set up at IIT Bombay and Indian Institute of Science Bangalore at a cost of about Rs. 100 Crore. A major
project entitled “ Indian Nanoelectronics
Users Programme (INUP)” with an outlay of about Rs.
25 Crore has also been initiated at IIT Bombay and IISc Bangalore to facilitate and support generation of
expertise and knowledge in nanoelectronics through
participation and utilization by external users of their facilities.
8. Centre for Development of Advanced Computing
Centre for Development
of Advanced Computing (C-DAC) is the premier R&D organization of the
Department for carrying out R&D in IT, Electronics and associated areas. It
continues to enhance the competencies built towards R&D in technology drivers
of Petaflop computing, shared High Performance
Computing (HPC) facilities, grid computing, and grand challenge and research
applications. For all these, it works in close conjunction with associated
communities in academia, research laboratories, and industries.
The foundation phase of Garuda, a
National Grid Computing Initiative, was completed successfully and its
operation phase was started.
Indian Grid Certification Authority (IGCA) was inaugurated
on January 14, 2009 by Dr. R. Chidambaram, Principal Scientific Advisor to
Government of India. IGCA will enable all Indian Grids to be securely
interconnected to each other and with grids globally.
National Resource Centre for Free and Open Source Software
(NRCFOSS), at C-DAC has released BOSS GNU/Linux CD, which is a localized Indian
distribution of GNU/Linux. BOSS GNU/Linux advanced server was released at India
Soft 2009, Kolkata on February 27, 2009. It supports
Intel and AMD x86/x86-64 architecture. Comprised with administration tool, BOSS
GNU/Linux advanced server has unique features such as Web server, proxy server,
Database server, Mail server, Network server, File and Print server, SMS
server, LDAP server.
9. National Informatics Centre
National Knowledge Network (NKN), Creation of
Virtual Class Room at IITs: Government of India has set
up the multi-Giga bit National Knowledge Network (NKN) to provide high speed
connectivity to various research and educational institutions including all the
IITs. In this regard, a 15 noded
2.5 Gbps core Network Backbone co-located at existing
NICNET nodes has been established. 57 institutes of higher learning and
research have been connected to it. One of the important value added services
to be offered over NKN is establishment of Virtual Classrooms (VCRs) in all the
IITs. Initial phase of NKN and Pilot virtual
classrooms was inaugurated on 9th April 2009 by the Hon’ble President of India.
National Data Centre: National Data
Centre at NIC HQ Delhi is operational and being utilized for hosting more than
5000 web sites and web based applications. NIC State Mini Data Centres
are operational in 30 States/UTs. Fully operational
National Data Centre at NIC Hyderabad also acts as Disaster Recovery Centre for
Data Centre at Delhi.
Thirteen State Governments have entered into MOU with NIC for formation of
Composite Team for integrated State Data Centre Management. National Data
Centre at NIC, Pune is in final stages of
establishment and will be operational by January, 2010.
Executive Video
Conferencing System (EVCS) : NIC has setup Desktop
Executive Video Conferencing System (EVCS) for providing videoconferencing to
the Secretaries of GOI, Chief Secretaries/Administrators of States/UT &
Planning Commission. The Cabinet Secretary, GOI, inaugurated the EVCS network
on 27th February, 2009 by reviewing the performance of various projects and
schemes of Government of India with the Chief Secretaries/Administrators of
States/UTs. Cabinet Secretary has chaired 18 video
conference sessions till date 04-12-2009. In order to carry forward
e-governance as a practical, cost effective and efficient tool, 35 Chief
Secretaries/administrators of States/UTs and 81
Secretaries to Govt. of India have already been connected via EVCS. With this
system, the point-to-point video conferencing can be initiated by anyone
connected to EVCS and multi-point video conferencing can be arranged through
National Informatics Centre, Delhi.
e-Procurement:
N I C has developed a Generic e-Procurement System(GePNIC
that caters to the e-Tendering requirements of Government and Public Sector
undertakings. The security audited and certified Software has been deployed by
the Governments of Orissa, West
Bengal, Haryana, UP, PSUs
such as Mahanadhi Coalfields Limited, Sambalpur under Ministry of
Coal and NICSI, DIT. Till date, more than 13,000 tenders worth more than Rs. 34,000 Crores have been
published using this software.
NIC has developed “Guidelines for
Indian Government websites” to support the entire lifecycle of website, right
from its conceptualization, design, development and maintenance to management.
These guidelines were released in February 2009 and have been adopted by DARPG
as an integral component of Central Secretariat Manual of Office Procedure
(CSMOP). These guidelines focus on making government websites up-to-date,
citizen centric & disabled friendly.
eCourts project: AS a part of ICT
applications in Indian Judiciary, in Supreme Court, 21 High Courts, and 33
Capital city courts, many litigant centric applications such as online
judgments, daily order, cause lists, case status etc. have been implemented.
The project has been extended to cover all the district and subordinate courts
totalling 13,000 across the country under e-courts mission mode project. In
this regard, NIC has already provided 13365 laptops ,
12599 laser printers, ICT training to 11340 judges and 43412 courts staff and
technical personnel for day to day support. Broad band internet
connectivity has been provided at 489 district and 740 taluka
court complexes and 9700 Judges for their home offices. Action has been
initiated for implementing already developed Base application software, in the
above court complexes.
Land Records
Computerisation/Modernization: NIC has implemented computerization of Land
Records in the states. Already computerized copy of Record of Rights (RoR) is being provided from 3915 tehsils/taluks
on demand. 18 States have placed their land records data in public domain.
Similarly, 2476 Sub-registrar offices of the country have been
computerized. The Government has now re-formulated the project
as National Land Records Modernization Programme (NLRMP) for which guidelines
and technical manual have been released during April, 2009. The integrated programme
would modernize management of land records, minimize scope of land disputes,
enhance transparency in the land records maintenance system, and facilitate
moving eventually towards guaranteed conclusive titles to immovable properties
in the country. The project has been sanctioned to 69 districts during 2008-09
and 43 districts during 2009-10.
MIS for National Rural
Employment Guarantee Scheme (NREGASoft): NIC and
Ministry of Rural Development, in collaboration with other stakeholders, have
developed NREGASoft application software package. It
is a web based package (http://nrega.nic.in)
and is supporting local language and covers all the live events of NREA Scheme.
Having access provision for all stakeholders, the package has offline version
also. It is being utilized in 31 states, 568 districts, 5218 blocks, 208170
GPs, 563046 villages at present.
PlanPlus
Ministry of Panchayati Raj
and NIC in active collaboration of state governments have operationalised
PlanPlus, (http://planningonline.gov.in) a software tool for
facilitating decentralized and integrated district planning from grass-root
level to address Backward Region Grants Fund(BRGF)
needs to begin with. This e-Governance application strengthening
participatory decentralized planning, is being used by
Panchayats (Gram Panchayats,
Intermediate Panchayats, Zilla
Panchayats), Municipalities (Corporation,
Municipality, Town Area, Notified Area Council) and District Level Line
Departments in 250 districts where BRGF scheme is being implemented. With more
than 10,000 trained officials, at various levels, more than 60,000 Planning
units are already u this package.
NIC is implementing Common
Integrated Police Application (CIPA) Project automating the processes
(workflow) of Police Stations e.g. Registration of Cases, developments during
Investigation and Prosecution stages of the Cases, with an objective to capture
all the primary data related to crime & criminals, and improving the
efficiency. CIPA Software is being used at more than 4000 Police Stations
across the country.
RTOs
Computerisation: NIC has been implementing computerization of Road
Transport Offices over 1,000 across the country. The project involves
implementation of Vahan Modules (vehicle
registration, permit and taxes, fitness and enforcement) and Sarathi Modules (driving licenses, endorsement management,
cancellation, issue endorsement fee license). The current status of the project
is that Pilot implementation completed in all the States/UTs;100% Deployment of
Vahan & Sarathi in 18
States/UTs; 100% Network Connectivity Established in
8 States/UTs; Vahan – 767
of 1032 RTOs (74%); Sarathi
– 669 of 1032 RTOs (65%) and Connectivity – 754 of
1032 RTOs (73%)
ICT Support for
Elections: NIC has been providing ICT support for conducting Elections in
the country. NIC has developed various applications for providing support for
pre-election activities and post-election activities. During the year 2009, NIC
provided support for Lok Sabha
election and for Assembly elections in the States of Andhra Pradesh, Orissa, Sikkim, Maharashtra, Arunachal Pradesh, and Haryana.
GIS based thematic maps were prepared for election planning
ad GIS based static maps for all Parliamentary Constituencies and Assembly
Constituencies spread across the country were prepared and hosted at ECI’s web site. Video Conferencing facility was
set-up at Election Commission of India, Nirvachan Sadan which is being used regularly to interact with the
state level officers across the country.
Counselling for Admissions:
NIC has been providing technical support in the conduct of online
interactive web based counselling to various Boards, Universities, and
Polytechnic institutes. During the year 2009,
counselling has been provided in 21 cases for courses ranging from Diploma to
MBA. This involves 22.66 lakhs of students for 8.17 lakhs seats.
Sarva
Shiksha Abhiyan: Sarva Shiksha Abhiyan
(SSA) is Government of India's flagship programme for achievement of Universalization of Elementary Education (UEE) in a time
bound manner. NIC has developed a web portal for monitoring the progress of the
project, online and to make available 24x7 accessibility of information for
networking all the stake holders. More than 90% districts are updating the
information online.
Central Plan Scheme Monitoring System: There
are over a 1045 Centrally Sponsored and Central Sector Schemes being
implemented through the different ministries of the Government of India. A need
has been felt for monitoring, evaluation and accounting system for them.
Accordingly, NIC has developed a Central Plan Scheme Monitoring System. It is a
web enabled application to serve as a common platform for monitoring of these
Schemes. The Sanction ID Generation (SID) Module launched on 1st April 2008 was
hosted on the e-Lekha platform. All sanctions issued
by the Central Ministries under the Plan Schemes are now identified with a
unique Sanction ID that enables the tracking of releases as per their
accounting and budget heads across the different implementing agencies and
geographical entities. The system is being further developed in order to track
fund flow to down the line agencies and to facilitate expenditure filing by
spending units for all plan schemes.
Helpline
Portal for Rashtrapati
Bhavan (http://helpline.rb.nic.in) has
been developed by customizing the existing CPGRAMS to enable the citizens to
lodge their grievances/ requests with Rashtrapati Bhawan. The portal is also integrated with CPGRAMS
so as to enable the Public Grievance Officers to take redress action on the
grievances forwarded by President Secretariat and monitor the same. This
was launched by the Hon’ble President of India on
24/07/2009.
NIC developed e-Gazette (digital
RajPatra at http://himachal.nic.in/egazette) for Govt. of Himachal Pradesh Government, which is a first Online
Digital Gazette and is not printed on paper. The State Government has
discontinued the paper Gazette. This initiative is eco-friendly, cost effective,prompt and increasing
efficiency at the Controller of Gazette level and provides online search based
Gazette to general public. The initiative has won the National e-Governance
Award too in Feb 2009 for process-reengineering.
The e-Samadhan (Onilne Public
Grievance Redressal system at http://esamadhan.nic.in) has
been developed and implemented by NIC for the State of HP with the twin objectives of providing the
citizens with an anywhere, anytime grievance redressal
mechanism and at the same time ensuring its better monitoring at all
levels of the Government.
A Web-enabled
application has been implemented for the Taxation Department to monitor the
implementation of the Value Added Taxes in Meghalaya.
E-Payment of Taxes is under implementation.
MIS to strengthen management of
implementation of Forest Rights Act: Ministry of Tribal Affairs and NIC have
operationalised nation-wide management information
system to strengthen implementation of Forest Rights Act (http://ForestRights.nic.in
) in active collaboration with states and entire information is in public
domain regarding committees formed at various levels to settle the claims and
other associated issues, details of claims filed at Gram Sabha
level, decisions taken by various committees starting from Gram Sabha to Sub-Division to District level.
Online Consent Management
and Monitoring System (OCCMS) : It is a generic web based model using
open source technology that establish a core database of information for
collection, collation and dissemination of relevant information through
web-enabled mechanism covering main areas such as No Objection Certificate,
Consent to Operate/Establish, Hazardous Chemicals, Bio-medical Waste / Municipal
Solid Waste/ Hazardous Waste Authorization, Cess Administration, Laboratory,
Environmental Monitoring, Legal and Grievance Handling Activities etc.
“PRAJAVANI” a web based
Petition Monitoring System enabling citizens to submit their petitions through
Kiosks and redressal from the District Collectorate has been successfully implemented and extended
to 14 districts of Andhra Pradesh.
10. Network of STQC Laboratories and its Services
Standardization, Testing, Quality
and Certification (STQC) Directorate provides Testing, Calibration, Training
and Certification services through its well-developed network of test
laboratories in response to the needs of changing Industrial Scenario.
Currently, STQC services are being utilized by more than 10,000 organizations
representing the entire segment of industry both in public and private domain.
The achievements are– Test and calibration jobs conducted: 43824; Training
programs conducted: 502; IT projects undertaken: 22 and Management System
Certificates issued: 26.
Special focus has been to facilitate
small and medium scale industry. Facilities have been provided to calibrate
navigation & communication equipment at eight airports in the East and
North-East regions.
STQC also supports government
policies, national initiatives and programs concerning standardization and
quality assurance.
A number of mission mode projects under National eGovernance Plan (NeGP) like ePassport Seva Project,
eForms, State Portal Framework and State Service
Delivery Gateway, eGov Income tax etc. have been
tested for compliance demonstration and process optimization
A series of Seminars on
Website Quality, State Portal Framework and Capability Approval have been organized
at Kerala, Sikkim, Delhi, Bhopal and Bangalore to share the
finer nuances with IT peer groups and software industry. In addition, exclusive
training programs conducted for the benefit of SC/ST/OBC candidates including
in north east region. STQC has already trained 564 SC/ST/OBC candidates through
these training programs.
11. E-Learning
Design &
Development of e-Learning Contents for e-Security Solutions Developers at
C-DAC, Noida: The e-security contents for all 3
categories i.e. for 1st category (i.e. for Post Graduate/
Engineering students), 2nd category (i.e. System Administrators/
Officers in charge of e-security) and for 3rd category of users (i.e Scientists) has been developed and hosted on CDAC, Noida/ DOEACC websites. Training is being conducted through
e-learning mode to the first category of about 1000 users through constant
support for queries via email and also through feedback monitoring and
corrective actions. Approximately 200 users from 2nd and 3rd
category have also registered for online training in the e-security area.
Training of Teachers in
E-Learning by DOEACC Society – Imphal Centre has
trained 121 teachers, belonging to colleges and schools, in e-learning
methodology of teaching and content development.
Brihaspati
phase – 2: Development of Open source content delivery tools with advanced
features at IIT, Kanpur:
Under Brihaspati-2, which is an open source, free Learning Management System
(LMS), the latest release is updated on sourceforge.net on 20th
June 2009. The sourcecode can be downloaded from sourceforge.net. So far 35
activities/ tasks have been completed of which some of activities are course expiry
if course is not accessed for a certain configurable period.
12. CC&BT Group
The next generation
communication and broadband technologies have made tremendous impact on the
growth on the economy worldwide. The convergence of technologies has been the
major driving force of this decade, uniting the distinct information,
communication and broadcast sectors. The growing communication needs and
innovative interactive content have ushered in the broadband. The Broadband
Internet is a key enabler for economic growth and social transformation. With
the advancement of technology in communication, computers control, mobile
communication and wireless communication, innovative applications are being
evolved in strategic electronics for civilian as well as defence purpose.
Twelve projects were
completed during the year which resulted in development of TETRA based secure
communication system, Ultra Wide Band Transceiver, SIP Telephone, Communication
system for coal mine, video messaging on mobile, RF shield for mobile handset
and Wireless Sensor Networks for agriculture monitoring, Wi-Max
for Test Bed, Autonomous vertical profiler, Autonomous Buoy system and RF bug
detector.
Twenty one ongoing projects
are being implemented in areas such as Next Generation Wireless Communication
Systems, Wi-Max, Wireless Sensor Network, Software
Defined Radio, Smart Antenna, Broadband on power lines and on Cable TV network,
Resilient Packet Ring Technologies, WiFi Broadband

During the year new projects
in the areas of Tetra Wi-Max base station, mesh
networks, Wireless 4G communication, Wireless Sensor Networks for underwater
and gas detection, Digital Communication Network, Broadband Technologies, IP
based technologies, SDR Cognitive Radio, Converged Network, Smart Antenna,
Multimedia over IP, RF MEM Switches, ICT applications for strategic needs in
civil and defence sector, navigational aids on Land/ Air/ Underwater
communications and disaster management are planned for initiation.
13. DOEACC Society
DOEACC Society is an
apex body of Department of Information Technology, to carry out human resource
development and related activities in the area of Information, Electronics and
Communication Technology (IECT). The Society has Centres at Agartala,
Aizawl, Aurangabad,
Calicut, Chandigarh (with 3 branches at Shimla, Lucknow & New Delhi) Gorakhpur, Imphal,
Srinagar/Jammu, Kohima/chuchuyimlang,
Kolkata, Shillong and Tezpur/ Guwahati with its
Headquarters at New Delhi.
It also has two regional centres at Pudukkottai (Tamilnadu) and Patna
(Bihar) while two more at Chennai and Gangtok are being set up. DOEACC society is implementing
the joint Scheme of DIT & AICTE i.e. DOEACC Scheme for Computer Courses at
‘O’, ‘A’, ‘B’ and ‘C’ levels. DOEACC Centres are also conducting M. Tech.,
Diploma Level, MCA, BCA etc. affiliated to State University
/ Technical Boards. Every year approx. 60000 students are getting registered
for DOEACC 'O', 'A' and 'B' level courses.
14. National Internet Exchange of India (NIXI)
The National Internet
Exchange of India (NIXI) has been established as a not for profit Organization
under section 25 of the Companies Act 1956 and was registered in July, 2003.
The National Internet Exchange of India is the neutral meeting point of the
Internet Service Providers (ISPs) in the country. Its main purpose is to
facilitate exchange of domestic Internet traffic between the peering ISP
members. Five additional Internet Exchange Nodes have been operationalised
at Ahmedabad (Gujarat), Bengaluru
(Karnataka), Hyderabad (Andhra Pradesh), Mohali (Chandigarh)
and Lucknow
(Uttar Pradesh) to add to the existing NIXI hubs at Chennai, Kolkata, Mumbai and Noida.
It manages the .IN Registry for the Country Code
Top Level Domain Name in the country. Presently, more than 73 Registrars have
been accredited to offer .IN domain name registration worldwide to customers. It
has in turn also helped in proliferation of Web hosting in the country and
Indian language content in the Internet. 5.5 lakh
.IN Domain Names have been registered till November 10, 2009. Two Data Centers have been established in Delhi and Chennai towards disaster management
with an up time of maximum 5 minutes.
