Round-up of Rescue and Relief Operations in Flood-Hit J&K

 

The Government of India is extending all possible help to the people of flood-affected Jammu and Kashmir.

 

Rescue Operations:

·         Indian Army has deployed 265 columns (approx 30,000 troops) along with 224 BAUTs/ boats.  As on 12.09.2014. 90,155 persons (Army – 72050 + Air Force - 17105 + Navy - 1000)  have been rescued to safer places. 

·         NDRF deployed 22 teams (955 persons) along with 148 boats for the operation and rescued more than 36,101 persons as on 12.09.2014.   NDRF has also recovered/ retrieved 14 dead bodies. NDRF has also recovered 14 dead bodies from Jammu and Kashmir and distributed 25 ton relief materials at Karan Nagar, Charsu, Begumpura and Avantipura. 

·         Two MARCOS teams of Indian Navy and 01 additional deep diving are deployed.

·         About 22,428 stranded passengers airlifted and 7406 people have been evacuated from Srinagar.

·         15 Engineer Task Force are deployed with necessary engineer stores and equipments.

·         IAF has deployed about 98 helicopters/ aircraft (34 Transport aircraft + 64 helicopters) for the rescue & relief operation as on 12.09.2014.  Army has deployed 16 helicopters (6 ALH + 10 LH) deployed.   About 1379 sorties have been carried out by IAF till 11-9-2014.

 

Relief Operations:

  • Essential commodities including food packets are being air dropped. Food packets, water and medicines are being sent to all the affected areas.  Relief camps are being organised at different places and provision of food, shelter and others are being made.
  • 8200 blankets, 704 tents and 320 Red Cross tents have been sent by the Army
  • 533 tons cooked/reddy food, 298 tons water, 31500 food packets have been also sent as on 12.09.2014.

·         Army has established 6 relief camps in Kashmir Valley (BB Cantt, Avantipura, Old Airfield, Sumbal, Chattargam, Jijamata Mandir) and 13 camps in Jammu division.

·         Indian Red Cross Society has so far supplied 1082 tents (each to house eight people) from their stores at Delhi (750) and Arakkonam (332). Thousand additional tents are available at Arakkonam for deployment.  In addition, they have sent 750 tarpaulins, 1000 Kitchen sets and 2500 Blankets.

  • 1000 tents are being sent by NDRF.
  • 02 water purification plants each having a capacity of purifying around 50,000 litres per day and six small water purification units along with operators have been dispatched on 12.09.2014. 
  • 8 Tons (4 T Aircel + 4 DOT) equipments airlifted.
  • 1400 pouches of extra shelf life milk of 500 mililiter each were sent on 10.9.2014. Further 5 metric tons of skimmed milk powder, 27 number of tadka chharch pouches of 200ml and  6 number of Polycurd of 1 kg were sent on 10.09.14. Addition 10 MT of skimmed milk power is kept ready for despatch on demand.

 

Medical Help:

·         Army has so far deployed 80 medical teams to provide medical aid.

  • A team of Special DGHS, Additional Secretary, Joint Secretary and Addl. DDG Director (EMR) of Ministry of Health and Family Welfare has gone to Srinagar. 2 Central Public Health Teams have been posted, 1 each in Jammu & Kashmir since 8.09.2014. A 10 member clinical team comprising Physicians, Paediatricians and Gynaecologists have been positioned in Srinagar since 8.09.2014 to provide medical relief to the affected population. Another 20 doctors have been sent to Srinagar to provide medical relief.
  • 2 psycho- social teams for psycho social need assessment are being deployed on 12.09.2014 from National Institute of Mental Health and Neuro Sciences (NIMHANS), Bangalore.

·         23 medicines were requisitioned by the State Government. 05 medicines have been supplied in full and the 13 medicines have been supplied in part and remaining 05 drugs are being procured by the Ministry of Health and Family Welfare for supplied on urgent basis.  About 80 Tons of specified drug and non drug items of medical supplies have been delivered to State and few more drugs are being procured and will be provided by MOHFW.

·         10 lakh chlorine tablets have been sent on 11.09.2014. Besides 5600 kg of ORS, 150,000 tablets  of doxycycline, 65,800 bottles of paracetamol syrup, 1,00,000 Ondesnseterone tablets, 72,000 ranitidine injections have been sent to the State on 11.09.2014. Another 50 lakh chlorine tablets will be sent in few days.

·         Two large Water Purification units, each having a capacity of purifying 40,000 Litres of water per day, are available with Indian Red Cross Society (along with trained manpower) at Delhi for ready deployment.

 

Telecommunication

·         BSNL communication connectivity has been partially restored in the State.  As on 11th September, 373 sites have been restored by various operators yesterday. As a result of this Ompura, New Railway Station, HajamMohalla, Humhama, Ganaimohalla, Eidgah, RTC camp, Barzulla, Noorani Colony, Peerbagh Rangreth entire, Wanbal, Sanat Nagar, ParrayPura, Old Airport Road, Rangrt, Budgam Railway Station area is covered. Coverage is available at Airport relief camp and Gurudwara Relief Camp.

  • AIRCEL – is already working partially. For restoring 2G connection AIRCEL needs a 250 KVA generator which would be airlifted by IAF.
  • BSNL wanted dedicated boats which have been provided.

·         130 Hand held radio sets, 14 INMARSAT and one Exchange (ex-Leh) have been provided by the Army for rescue & relief operation. 

·         NDRF has also deployed 26 INMARSAT phones for communication.

·         9 STD Booths established (3- Base camps + 6- Relief camps).

 

Power

  • 03 Transmission lines have been damaged. 02 would be restored by 13th Sept. And the rest would take another two months.
  • Distribution network has been severely affected. It will take time for restoration of distribution network.

 

Fuel

  • There is adequate stock of diesel and ATF at Srinagar.
  • There is shortage of LPG in Srinagar and additional supply of LPG is being moved from Leh. 

 

Road Communication:

·         BRO has deployed 5 Task Force (12 RCC companies, 5700 persons) at Srinagar (3), Rajouri (1), Akhnoor(1). 

·         Srinagar-Leh National Highway is open, Batote to Kashtwar  -  Open, Kishtwar to Sinthan Pass – Open, Sinthan Pass to Anantnag-  Open for light vehicles, Jammu- Poonch cleared for traffic  (Bridge launched on Durangli Nalla)

·         Jammu – Srinagar highway - Jammu to KM 172- Open for Light Vehicles (PDC- 17 Sept 14 AN), work in progress.

·         Srinagar-Baramula- Uri – (Km 71.90 to Km. 97.70 ) slides cleared. approach road will take 10 days.

·         Srinagar-Gulmarg- Gumri – traffic restored.

 

Coordination

 

·         The Home Minister visited the State on 6th September 2014 and made an on the spot review of rescue and relief measures

·         The Prime Minister visited the State on 7th September 2014 and reviewed the progress with the Chief Minister.

·         The National Crisis Management Committee is reviewing the situation in the State on day to day basis on 6th - 12th September 2014 along with representative of State Government.

·         A Team of senior officials including Joint Secretary (DM), MHA is camping at Srinagar since 08.09.2014 to assist the State Government.

·         The Home Secretary is stationed at Srinagar since 11.09.2014 for reviewing the flood rescue and relief works.

 

Food Cooperation of India (FCI):

·      Food Cooperation of India has informed that all depots in J & K have sufficient stock of foodgrains.  However, FSD Srinagar is reported affected by the floods and FCI officials are unable to get inside the depot. Shri Kishor Kumar, (Mobil: 09419195579) General Manager, FCI J&K is camping at District Office Srinagar and monitoring the situation. FCI has been instructed to ensure release of foodgrains to the State Government as per its requirement without advance payment, on top priority basis.

 

Financial help:

·         The State Government has an amount of Rs. 1105.6 crore available in their SDRF for meeting the expenditure for rescue and relief works.

  • The Prime Minister has announced an additional special project assistance of Rs. 1000.00 crore by the Union Government to the State for flood relief and rehabilitation.
  • The Prime Minister has announced an ex-gratia assistance of Rs. 2.00 lakh each to the next of kin of the deceased and Rs. 50000/- each to the person who is grievously injured from the Prime Minster Relief Fund. 

·         Rs. 865.29 crore (Rs. 344.10 cr. from Special Central Assistance + Rs. 174.60 cr. from Non-Plan deficit + Rs. 346.59 cr. from Devolution of taxes) was released by Ministry of Finance to State Government on 11.9.2014.

·         The Ministry of Drinking Water and Sanitation has informed that  an amount of Rs. 252.51 crore is available as central share from NRDWP Programme.

 

Information on Missing Persons:

 

      The information system in respect of missing persons is being started on the lines similar to Uttarakhand disaster 2013.

      For this purposes senior official from Uttarakhand Government along with NIC team has been deployed to make the system operational on 10.9.2014.
