  1. DISHA Committee

A large number of significant and ambitious programmes are being implemented for improvement of infrastructure and for improving human development and the well being of people. District Development Coordination and Monitoring Committee (Disha) has been formed by the Ministry in June, 2016 superseding the District Vigilance and Monitoring Committee. District Development Coordination and Monitoring Committee (DISHA) constituted under the chairmanship of Member of Parliament with a view to fulfill the objective of ensuring better coordination among all the elected representatives in Parliament, State Legislatures and Local Governments (Panchayati Raj Institutions, Municipal Bodies), in monitoring the progress of major projects aimed at socio- economic transformation at the district level. Through this unique dispensation, inter alia, following are the key objectives envisaged to be achieved:

  • Intensively monitor identified 42 key central sector programmes and schemes.
  • To oversee that during the course of implementation identified priorities get needed focus.
  • Ensure adherence to the guidelines associated with the Programme/Scheme.
  • Facilitate coordinated solution to remove implementation constraints, if any, at the ground level.
  • Identify gaps and suggest mid-course correction.
  • Ensure timeliness in delivery of social sector initiatives aimed at universal coverage.

Presently, Chairperson /Co-Chairperson of DISHA committee has been nominated in 689 Districts out of 718 Districts. States have reported Approx. 1500 DISHA meetings in the last two years.

  1.  Disha Dashboard

With a view to optimize the outcomes from the Disha review mechanism, Disha Dashboard has been conceptualized. It aims to create a data driven governance solution for elected representatives for planning, monitoring and evaluating multiple parameters of various schemes under DISHA. The DISHA application with 6 schemes of 3 Ministries integrated to it,was launched by the Prime Minister on 11th October as a single source of information in respect of schemes run by various Ministries. Eventually it will cover the key parameters of all the 42 identified Programs/Schemes of the participating Ministries/Department. The DISHA Dashboard aims at creating a data-driven governance solution for elected representatives for planning, monitoring and evaluating multiple parameters of various schemes under DISHA.

The Dashboard envisages to create a one stop dashboard for 42schemes of 21ministries/departments with various views Revenue (District/Block), Constituencies (PC/AC/GP) cluster (Mission Antyodaya) and 115 Backward District. The DISHA application will be a single source of relevant information to DISHA Stakeholders, eventually covering all the 42 identified programmes and schemes of the participating Ministries and Departments.The features of DISHA Dashboard are as follows:

    1. Access: The DISHA Dashboard will allow viewing of the data coming in from various schemes dynamically, which gets updated periodically.
    2. Users: The DISHA Dashboard will have multiple users as per their respective areas of jurisdiction. To illustrate, MPs and MLAs will be able to look at the data at the PC and AC levels in their areas of jurisdiction. MPs would be able to drill down to the PC level and MLAs will be able to drill down to the AC level and up to a village or Gram Panchayat level.
    3. Periodicity of Data: The DISHA Dashboard will show historic data (wherever possible). The data will be updated as the MIS gets updated.
    4. Granularity: The dashboard will have the following drill down flow to show the most granular data for a scheme, subject to availability:

Administrative Boundaries (District ➔ Sub-district ➔ GP ➔ Village)

Electoral Boundaries (Parliamentary Constituency ➔ Assembly Constituency ➔Gram  Panchayat/Village)

Presently data granularity is at the district level. Work is in progress for data granularity as given above.

    1. Views:Users such as MPs and MLAs will be able to see information on pre-set indicators. The indicators can be viewed as a set of widgets or on a map to be compared over time and regions.

 

As on date, 18 schemes of 9 Ministries have been integrated with the DISHA Dashboard. Given below are the details

Disha when fully developed will provide users such as MPs and MLAs information on pre-set indicators in real time basis. The indicators can be viewed as a set of widgets or on a map to be compared over time and regions in respect of different views including views related to parliamentary and legislative constituencies.

  1. Disha Week

On the occasion of completing two years of DISHA, Ministry of Rural Development is celebrating DISHA week from 25 June – 29 June 2018.  Main objective of DISHA week to:

  • conduct DISHA Week is to conduct meeting regularly;
  • promote usage of Disha Dashboard in committee Meetings;
  • brainstorming session on technology
  • Awards of appreciations to states those have done exemplary work
  • Launching of various activities such as Meeting Management Software, eBook on DISHA, DISHA Guidelines; Documentary on DISHA, Data Analytics
