Strategy Meet – Department of Bio-Technology

Department of Biotechnology has prepared a roadmap for accelerating the pace of growth of Biotechnology to meet the targets of achieving $100 billion by 2025. The Department launched “The National Biotechnology Development Strategy 2015-2020 (Biotech Strategy-II)” in December, 2015 with an aim to establish India as a world-class bio-manufacturing hub. The Strategy-II intends to launch a major mission, backed with significant investments for creation of new biotech products, create a strong infrastructure for R&D and commercialization, and empower India’s human resources scientifically and technologically.
 
The envisaged mission is:
       Provide impetus to utilising the knowledge and tools to the advantage of Humanity
      Launch a major well directed mission backed with significant investment for generation of new Biotech Products
       Empower scientifically and technologically India’s incomparable Human Resource
       Create a strong Infrastructure for R&D and Commercialisation
       Establish India as a world class Bio-manufacturing Hub
A Strategy Meet was organized by DBT on 31st August, 2015 at NCR Biotech Science Cluster, Faridabad. Minister of Science & Technology and Earth Sciences, Dr. Harsh Vardhan presided over the meeting. The meeting was attended by the Directors and Senior Faculty of DBT aided Autonomous Institute’s, Senior Experts across the Country and Senior Members of the Civil Society. Secretary and all Officers of DBT were present. At the end of the meeting after detailed deliberation a clear road map for the future was prepared. The targeted mission is to “Accelerate the pace of growth of Biotechnology Sector to achieve a target of $100 billion by2025”.
 
It was agreed to focus on:
 
i.              Building a skilled workforce and leadership.
 
ii.              Encouraging basic and discovery research and connecting this to our society.
 
iii.               Nurturing innovation, translation and entrepreneurship to transform our society.
 
iv.               Ensuring a transparent and globally best regulatory environment.
 
 

v.              Building and fostering partnerships both at National and International level.

As a follow up of the discussion held the department has taken action and major programmes & initiatives launched to address the above identified priority areas.
 
The key elements are being implemented in collaboration and partnership with Other Ministries, Departments, State Governments and international agencies towards achieving:
       Making India ready to meet the challenge of  achieving US$100bn by 2025
       Launching Four Major Missions – Healthcare, Food and Nutrition, Clean Energy and Education
       Creating a Technology Development and Translation  network across the country  with global partnership-5 new      clusters, 40 Biotech incubators, 150 TTOs, 20 Bio- connect centres
       Strategic and focused investment in building the Human Capital by creating a Life Sciences and Biotechnology        Education Council
 
The Department of Industrial Policy and Promotion, Government of India launched “Make in India” initiative on 25 September 2014 and “Startup India” initiative in January, 2016. The Department prepared an action plan to contribute to both the initiatives for speeding the growth of Biotechnology Sector and Entrepreneurship Development.
 
The Department has taken several forward looking and proactive measures since the launch of the National Biotechnology Development Strategy -2015-2020. The Department is an active participant in Make in India and Startup India initiatives for promoting biotechnology research & development, entrepreneurship development and startups. The Department has also supported programs for human resource development in the area of Life Sciences.
In the Strategy Meet-II on 29-30th April, 2017, the experts from Biotechnology Sector will discuss the current status of Research & Development, Mission programs, HRD, Entrepreneurship Development and International Cooperation programs of the Department and also suggest a roadmap to strengthen these programs further with an aim to achieve $100 billion Indian biotechnology sector by 2025.
