Towards Atmanirbharta in Agriculture

“Empowering Farmers, Strengthening India”

 

Introduction

Agriculture is the soul of India’s economy and culture. It sustains millions of families and shapes the nation’s identity. In the past eleven years, India is steadily moving towards Atmanirbharta in agriculture, reducing import dependence, expanding domestic production, and building capacity across the value chain.

Most importantly, the perception of the farmer has changed. They are now recognised as vital partners in nation-building and as drivers of India’s growth. As the country enters Amrit Kaal, empowered farmers stand ready to lead India from food security to self-reliance and onwards to global leadership in food production.

Budget Allocation

As on August 2025, The Budget Estimates for the Department of Agriculture and Farmers Welfare have risen sharply from 21,933.50 crore in 2013–14 to 1,37,756.55 crore in 2025–26.

 

Increased Food Grain Production

As on Aug 2025, the food grain production has risen significantly, from 246.42 million tonnes in 2013-14 to 353.96 million tonnes in 2024-25 (third advanced estimates).

MSP Enhancement

Government had increased MSPs for all mandated Kharif, Rabi and other Commercial crops with a minimum return of 50% over all India weighted average cost of production from year 2018-19 onwards.

 In 2021-22, the MSP for paddy (common) was fixed at 1940 per quintal, that rose to 2369 per quintal in 2025-26 and the MSP for wheat was raised to 2425 per quintal in 2025-26 from ₹1975 in 2021-22.

Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)

  • Launch of PM-KISAN in 2019 -an income support scheme providing Rs. 6000 per year in 3 equal installments.

  • As of August 2025, the Government of India has disbursed over Rs 3.90 lakh Cr. through 20 installments since inception of the Scheme.

Pradhan Mantri Kisan Mandhan Yojana (PMKMY)

As on July 2025, 24.88 lakh farmers have been enrolled under the Pradhan Mantri Kisan Mandhan Yojana (PM-KMY).

Pradhan Mantri Fasal Bima Yojana (PMFBY)

  • 78.41 crore applications insured and 1.83 lakh crore claims paid under PMFBY since 2016.

  • Farmer enrolment rose by 32% from 3.17 crore (2022–23) to 4.19 crore (2024–25), the highest since launch.

  • Non-loanee farmer applications grew from 20 lakh (2014–15) to 522 lakh (2024–25), reflecting wider adoption.

Pradhan Mantri Krishi Sinchai Yojana (PMKSY)

As of now 93,000+ crore allocated for 2021–26. 112 irrigation projects implemented, reducing dependence on monsoons.

Kisan Credit Card Scheme (KCC)

  • As of now 10 lakh crore credit provided to 7.71 crore farmers.

  • Loan limit under KCC enhanced from 3 lakh to 5 lakh for 202526.

Soil Health Card

  • 25.17 Crore Soil Health Cards have been issued since inception of Soil Health & Fertility Scheme (as on 24.07.2025) to farmers.

  • 1,706.18 crore released to States/UTs for implementation. 8,272 Soil Testing Labs established nationwide.

Agriculture Infrastructure Fund (AIF)

As of July 2025, 66,310 crore sanctioned for 1,13,419 projects. These projects have successfully mobilized an investment of Rs 1,07,502 crore in the agriculture sector. Major projects sanctioned under AIF include 30,202 Custom Hiring Centres, 22,827 Processing Units, 15982 Warehouses, 3,703 Sorting & Grading Units, 2,454 Cold Storage Projects, and around 38,251 Post-Harvest Management & Viable Farming Asset Projects.

 

Pradhan Mantri Kisan Samriddhi Kendras

As of May 2025, 1.8 lakh Kendras established as one-stop shops offering inputs and information to farmers.

Paramparagat Krishi Vikas Yojana (PKVY)

Under the Paramparagat Krishi Vikas Yojana (PKVY), financial assistance of Rs. 31,500 per hectare is provided over three years for organic farming in designated clusters. Since its launch in 2015–16, the scheme has brought 14.99 lakh hectares under organic farming by forming 52,289 clusters, benefiting around 25.30 lakh farmers.

National Agriculture Market (e-NAM)

1,522 mandis have been integrated with the National Agriculture Market (e-NAM) portal with trade volume of 12.03 crore metric tonnes (MT) of various agricultural commodities and 49.15 crore units of countable commodities such as coconut, betel leaf, sweet corn, lemon, and bamboo traded on the platform till 30.06.2025. The trade of ₹4,39,941 crores has been recorded on e-NAM platform. As of July 2025, more than 1.79 crore farmers and 4,518 FPOs are registered on e-NAM.

National Mission on Natural Farming (NMNF)

The National Mission on Natural Farming was launched on November 26, 2024. The mission aims to promote chemical-free farming among one crore farmers and establish 10,000 Bio-Input Resource Centers, with a financial outlay of 2481 crore.

Millets

Shree Anna -India is the largest producer of millets in the world, contributing 38.4% of global production output. As of now production rose from 15.99 million tonnes (2021–22) to 18.02 million tonnes (2024-25).

Mega Food Parks

Mega Food Parks increased from 2 in 2014 to 41 in 2025 under the Mega Food Park Scheme, 24 are operational and 17 under implementation, strengthening farm-to-market infrastructure.

Innovation & Entrepreneurship in Agriculture-

  • Namo Drone Didi - The Government has approved ‘Namo Drone Didi’ as Central Sector Scheme for providing 15,000 drones to the Women Self Help Groups (SHGs) with an outlay of Rs. 1261 Crores for the period from 2023-24 to 2025-26. Under this scheme, Central Financial Assistance (CFA) @ 80% of the cost of drone package up to a maximum of Rs. 8.00 lakh is provided to the selected women SHGs.

 

  • AgriSURE (Agri Fund for Start-Ups & Rural Enterprises)1,943 agri-startups have received financial and technical support under the Rashtriya Krishi Vikas Yojana (RKVY) between FY 2019–20 and FY 2024–25. Over 7,000 agri and allied startups have been registered, marking a new era of innovation and entrepreneurship in India's agricultural sector.
